In the field of energy management in transportation and buildings, Kelly has focused on alternative and renewable fuels implementation, planning and projects. She has a track record for successfully completing large projects on time and within budget. With her community-building approach for collaborative work, she frequently brings together and leads teams consisting of diverse experts in the fields of vehicle technology, transportation fuels, air quality, energy generation and building technology. Gilbert directs the activities of Metropolitan Energy Center, including grant and contract management. She has been the principle investigator for seven major grant awards totaling $21 million in federal funds invested in a 4-state area, with Kansas City in its center. Including local cost share, the total regional investment in alternative fuels and energy efficiency implementation and programming—and the amount of funds managed by MEC’s staff—is nearing $50 million. Staff provide technical assistance to local government, private companies and industry stakeholders across Kansas and western Missouri. As administrator of MEC's Clean Cities program, she directs Kansas City Regional Clean Cities Coalition, under the U.S. DOE framework, and the Greater Kansas Clean Cities Coalition.
