Mr. Keith E. Buchholz is the Director of Programs and Resources/Comptroller (NGB–J8), where he provides oversight and direction for resources necessary to support the National Guard Bureau (NGB), the Army National Guard (ARNG), and Air National Guard (ANG) across the 54 states and territories of the United States. Keith E Buchholz is the Associate Director for Investment - Air, Space and Intelligence Programs in the Office of the Under Secretary of Defense (Comptroller). The primary mission of the directorate is to provide overall financial management oversight over approximately $180 billion annually. My primary role includes advising the Director of Investment as well as the Deputy and the Under Secretary of Defense on fiscal matters related to the development and procurement of weapon system, as well as ensuring DoD resources are prudently used in support of national security priorities. A member of the Senior Executive Service (SES) of the Department of Defense (DoD) in the Office of the Secretary of Defense (OSD), I have financial management responsibilities for a variety of weapons system, to include: aircraft; overhead reconnaissance; ballistic missile defense; spacecraft and space launch boosters; and electronic command & control equipment.

I served as Deputy Director to USAFE-AFAFRICA Financial Management and Comptroller, Ramstein AB, Germany. I worked with the Comptroller to plan, coordinate and integrate all Comptroller activities with the USAFE-AFAFRICA Staff and Wing Commanders. I provided expert budget and financial guidance to USAFE-AFAFRICA Headquarters, Non-appropriated Fund (NAF), wings and tenant units to meet essential financial requirements. I provided direction of over 170 USAFE-AFAFRICA NAF activities with assets over $137 million. I directed comptroller plans and programs and financial operations to include audit oversight, working issues on world-wide deployments for FM personnel, FM quality performance measures and internal management control programs. In addition, I maintained oversight of automated financial systems used to effectively manage civilian pay, travel and cost accounting programs.

I led the integration and development of the Program Budget Enterprise Service (PBES), the next generation budget formulation solution for the Air Force. This solution will provide a state-of-the-art capability to a multi-functional team that builds a $110B annual budget using current and efficient processes. As the System Integrator, I manage ten organizations in all aspects of requirements development, change management, test and deployment.
