Total experience encompasses over 36 years of conducting, teaching, and supervising sensitive polygraph examinations in support of national counterintelligence, anti-terrorism operations, and felony criminal investigations worldwide. In depth knowledge and application of Psychophysiological Detection of Deception (PDD) mission and governmental PDD policy as it relates to the conduct of criminal investigations and national security matters. Developed policy and procedures for national level polygraph operations, education, and research. Over three decades performing and overseeing the Quality Control (QC) of a wide variety of complex polygraph examinations; from criminal specific issue testing to full and CI scope vetting, to laboratory research, and PDD student training. Conducted oversight inspections of federal polygraph programs as well as sensitive case reviews of complex, high-profile examinations. As the former Chief of Polygraph at the National Geospatial-Intelligence Agency, designed and built from the "ground up" a national level polygraph operation for one of the top five U.S. Intelligence agencies, which was a technological benchmark for similar programs in the federal government. Has recruited, hired, trained, certified, and supervised polygraph examiners, quality control personnel, instructors, research scientists, and support staff. Coordinated counterintelligence Credibility Assessment (CA) efforts in support of military operations in hostile environments. As the former Chief Instructor at the National Center for Credibility Assessment (NCCA), has taught and supervised the conduct of every federally authorized polygraph testing methodology. Developed and implemented PDD and Continuing Education (CA) course curriculum for federal criminal investigation, intelligence and security agencies. Developed and delivered numerous courses of instruction; created lesson plans, and measured outcomes. Obtained and retained academic accreditation and led a large diverse cadre of instructors from across the federal law enforcement and intelligence communities. As the Chief of Research at NCCA, designed and engineered new Physiological sensors and led Ph.D. level scientists in the conduct of significant empirical research into novel CA procedures, processes, and technologies.
