I worked on economic sanctions reform, South Asia (India-Pakistan) regional diplomacy, and non-proliferation and arms control initiatives for the State Department, including serving on Deputy Secretary Strobe Talbott’s Core Group to engage with India and Pakistan on non-proliferation initiatives following their nuclear tests in 1998. I led and managed negotiations with Congress that granted the State Department authority to waive sanctions imposed on India and Pakistan following their nuclear tests. I also worked with Congress on a number of regional and security issues, including the Kargil conflict between India and Pakistan and Kashmir and along the Line of Control.

Initially, I worked in the Economic Development Administration as Special Assistant for Policy, helping develop EDA's strategy to transition communities from a reliance on military installations to the private sector. I then joined the Office of Legislative Affairs in the Office of the Secretary of Commerce where I helped manage the Department's budget appropriations portfolios. I worked closely with each agency, OMB, and Capitol Hill to develop policies and programs and facilitate agreement on investments in advanced technology, marine science, entrepreneurship, innovation, and competitiveness, among others.

As Legislative Director to Congressman Thomas M. Foglietta of Pennsylvania, I managed the Congressman’s Appropriations Committee and Armed Services Committee legislative strategies. After the Base Realignment and Closure Commission (BRAC) decided to close the Philadelphia Navy Yard in 1991, I helped develop and implement a bipartisan, tri-state (Pennsylvania-New Jersey-Delaware) strategy to recruit private sector businesses to the property. The Shipyard closed in 1996 and today is hailed as one the most successful commercial redevelopments of a former military facility in the U.S.
