The National Transport Commission is an independent Commonwealth statutory body that develops transport reforms for approval by federal, state and territory Transport Ministers.Responsibilities:• Prepared transport reforms for implementation in all Australian jurisdictions. • Commission Secretary (during 2011) - acted in a governance role and liaised and coordinated meetings with Commissioners in relation to the National Transport Commission's formal business.• Worked as the lead instructor in the creation of the new Heavy Vehicle National Law (HVNL) to introduce nationally consistent heavy vehicle regulation across Australia.• Chaired numerous policy resolution workshops in relation to the HVNL.• Provided legal and policy advice on Australian Road Rules, Australian Vehicle Standards Rules, Rail Safety Law, and the Intelligent Access Program.• Chaired the Scheme Owners Group for heavy vehicle accreditation.Achievements:• Managed the identification, comparative analysis and resolution of differences between state and territory laws for preparation of HVNL.• This involved identifying each of the existing state and territory laws and comparing them against the original model on which they were based, and then conducting a comparative analysis between each of them in order to identify common ground.• Analysed the 368 significant differences between the states and territories and made recommendations about preferred solutions to these differences and presented them to senior government officials and then ran 14 workshops to discuss the proposed solutions and seek endorsement.• As a result of the proposal workshops above, most proposed solutions were endorsed and the remaining issues were escalated.• Lead instructor for the first version of the HVNL.• Key participant in public consultation sessions for the HVNL.

Responsibility:• Provided legal policy advice to assist with the development and implementation of road safety legislation. • Participated in Australian Road Rules Maintenance Group meetings.• Conducted significant consultation with Victoria Police and the Department of Justice regarding their input into proposed road safety reforms.• Responded to requests from Victoria Police and Department of Justice regarding specific recommended law changes to improve road safety.• Attended and also delivered briefings for new road safety bills to MPs at Parliament, answered their questions and received their feedback.Achievements:• Created legal policy advice for Graduated Licensing Scheme for young drivers to ensure that they spent more time practicing before getting their P plates.• Developed legal policy advice for Vehicle Impoundment Legislation otherwise known as ‘Hoon Laws’.• Established legal policy advice for Drink and Drug Driving and Demerit Point Reforms, to increase penalties for drink and drug driving and when an alcohol interlock would be installed.• Developed effective working relationships with key internal and external stakeholders including Vic Roads legal, registration and licensing departments as well as Victoria Police and Department of Justice.
