As Vice President at Hicks Partners, Conroy is responsible for advancing economic development projects, site selection and public policy initiatives to support Hicks Partners’ clients. Conroy performs specialized and technical work to assist both U.S. and international clients. Keith Conroy serves on the Township Board of Trustees that oversees a budget of nearly $800,000, while meeting the needs of it’s citizens. Conroy led the effort to commence the Township’s first Comprehensive Land Use and Growth Plan as well as a full rewrite of the Township Zoning Resolution. He worked with the Union County Sheriff’s Office to increase law enforcement protection in the Township by 33%, while reducing the costs. He help to lower inside millage rate, resulting in lowering property taxes for residents by .04 mills.

Conroy served as Director with MidAmerican Global Ventures (MAG Ventures), an U.S. Citizenship & Immigration Services approved EB-5 Regional Center in the State of Ohio. MAG Ventures helped raise and administer more than $100 million that funded five projects in the State of Ohio. Structured as a true public-private partnership, MAG Ventures partnered with port authorities, universities, and economic development organizations to assist high net worth foreign nationals invest in job creating projects in the U.S., while at the same time assisting developers and businesses secure low-cost capital.

At VRG, Keith Conroy worked closely with businesses as well as state, federal, and local government clients to help develop recommendations on redevelopment and public policy initiatives. He helped both state and federal agencies design programs to assist businesses. He has helped structure and negotiate incentives with and on behalf of state and local government agencies as well as helped create and structure new program on behalf of public sector clients. While with VRG, Conroy helped clients develop legislative positions and helped draft legislative proposals.Conroy played a key management role with USA Energy Advisors (acquired by JLL in 2018), a JV subsidiary of VRG, that designs and manages government advanced energy incentive and related financial programs. Clients included the US Dept. of Energy, among others. Services include program design, marketing and management to stimulate economic development, promote industrial and entrepreneurial growth and to help create and retain jobs for our clients.

Keith Conroy was responsible for shared daily management and oversight of division with six offices and 60 associates, administering an annual budget of $293 million, with an operating budget of $10.8 million. Oversaw economic development projects and approved state assistance offered on a project basis. Created and enhanced a number of key programs and initiatives of the Department including: Job Ready Sites, American Electric Power Infrastructure Grant, Targeted Industry Attraction, and Industrial Site Improvement Fund programs. Advised the Lt. Governor and Governor on key issues that affected businesses in Ohio. Helped develop public policy and legislative decisions of the Department. Other positions held while at the ODOD include: Manager of the Office of Business Development, Key Projects Manager and International Business Liaison.

Keith Conroy designed and implemented new programs to assist Ageo City with the large international population. Supervised four bilingual counselors and wrote a monthly column in a city-wide news publication. Conroy helped initiate and launch the Ageo World Fair, an annual community event that draws thousands of attendees. He was also Editor-in-Chief of EIGO Over Easy, which currently in its sixth printing.
