Responsible for administering the County’s self-insured employee health plan, workers compensation programs, insurance procurement, loss control, claims handling, accident investigations, adjusting services, contract review and special projects as assigned.

Supervised all activities relating to the complete accounting cycle of insolvent insurance companies, insuring that all accounting policies, procedures, and controls were achieved. Supervised and developed procedures for the review and valuation of proof of claim forms filed by creditors of insolvent insurance companies. Developed strategies and managed litigation seeking recovery of assets for insolvent insurance companies. Supervised special counsel appointed by the Ohio Attorney General Supervise and managed the development of databases used to access insolvent company’s data and review and value proof of claims filed by creditors. Drafted, reviewed with special counsel and distributed legal notices, demand letters, mailings and letters of determination to parties affected by the liquidation. Drafted, reviewed with special counsel and signed affidavits and interrogatories pertaining to court reports and litigation. Developed and reviewed biannual financial statements and regulatory reports for four insolvent insurance companies. Determined staffing requirements and interviewed, hired, managed, coached and terminated employees of liquidation office

Performed and assisted on triennial exams, target exams, qualifying exams and company supervisions. Coordinated and conducted the on-site EDP financial audits of insurance companies licensed to do business in the State of Ohio. Implemented and provided EDP audit software training for field examination staff. Planned and supervised the EDP audits of some of the largest insurers in Ohio. Charged with designing EDP audit programs to satisfy specified audit objectives. Designed and implemented computer audit programs, training manuals, user guides, and audit programs used in the examination of insurance companies. Tested audit software for the National Association of Insurance Commissioners (NAIC) to be used as a standard for state insurance departments.
