Newtown Creek Wastewater Pollution Control Plant (WPCP) Civil & Structural Inspector representing the NYCDEP for the construction of an approximately $400 million new Central Residuals Building including structures and equipment, HVAC, plumbing, and electrical work. The facility will contain, within influent screening, equipment for flows through 96-inch influent pipes, sludge screening systems, raw wastewater flow metering, degritting systems, skimming concentration systems, and materials conveyance systems. The building also includes an elaborate odor-control facility. The Central Residuals Building is one of many buildings being constructed on the 36-acre, heavily industrialized, Greenpoint Avenue site concurrently with other building and treatment tank upgrades. The more than $1 billion upgrade to the treatment facility will meet a consent order issued by the federal government. The combined service area of the Newtown Creek WPCP covers approximately 25.4 square miles and includes three boroughs, Brooklyn, Queens, and Manhattan, with a combined sewage flow of 310 Mgal per day. Treatment activities of the flow will include modified aeration with activated sludge without settling, effluent disinfection, 60 percent removal of biological oxygen demand, and 70 percent removal of suspended solids. Prior to the start of field construction, the site was excavated various grades below sea level. Approximately 1,050 steel cylinder piles were installed and concreted for the support of the residuals building. Support of underground utilities will be through the use of 60-ton H-piles installed during the building construction. Additional construction activities of note involve the installation of tunnels; sitework improvements; a site-wide fire alarm system; modifications to existing pumps, appurtenant piping, and valves; architectural modifications and additions; and the coordination and interfacing of four main contractors and their subcontractors.

Newtown Creek Wastewater Pollution Control Plant, Digester and Storage Tank Inspection, Brooklyn, NY, New York City Department of Environmental Protection (NYCDEP). Civil and Structural Inspector representing the NYCDEP for Contract NC-50 Digester and Storage Tank Inspection work which includes witnessing and tracking the contractor’s activities. The inspection task is to confirm and report that the contractor follows the detailed specification that requires Lining Inspection/Testing, Non Lined Tank Wall Inspection/Testing, Tank Weld Seams Inspection, Draft Tube Inspection and Internal Piping Inspection. Contract NC-50 includes construction of a new sludge force main and loading dock along Whale Creek Canal to transfer digested sludge to marine vessels for daily transport to another WPCP for further processing. The contract will clean, cap and abandon in place the existing sludge force main from Newtown Creek WPCP to the East River Sludge Storage Tank. The East River Sludge Storage Tank will be demolished and the area graded and fenced for use by the community. The contract includes maintenance dredging at the mouth of East River and the Whale Creek Canal to allow the marine vessels to navigate these areas. The contract also includes some work in the existing Sludge Facilities to allow the transfer of sludge from the Sludge Storage Tanks to the marine vessels.
