• Represents the United States (the largest shareholder) on the resident Board of Directors of this London-based regional development bank that was created in 1991 to help centrally-planned economies of central and eastern Europe make the transition to well-functioning free market economies.• Has played a central role in developing strategy for EBRD's initial response to the global financial crisis, medium-term operations, and longer-ter reform and enhancement of the Bank's capital base.• Serves as the second-highest ranking U.S. official in London (nominated by the President on June 3, 2008 and confirmed by the Senate on August 1, 2008).

• Provided interagency policy coordination of international environmental, energy and risk regulation issues, including climate change, environment and trade, and multilateral environment agreements.• Developed and negotiated creation of Asia-Pacific Partnership on Clean Development and Climate; helped developed concept of what became the Major Economies Process on Energy Security and Climate Change.• Managed climate change workstream of G8 meetings.

• Provided long-term planning for on a range of functional (International organizations, international energy/environment, multinational negotiations) and regional (Central Asia, Caspian Basin, Caucasus and Aegean) issues.

• Was responsible for Foreign Relations Committee assignment and Senator’s duties as Chair of the Subcommittee on International Economic Policy, Export and Trade Promotion, with jurisdiction over international financial institutions, trade policies, foreign assistance programs, and international environmental policies. • Successful legislative projects include Senate passage of IMF reform/quota increase (S.Amend. 2100), food & medicine sanctions relief (HR 4461), and the Byrd-Hagel resolution (S.Res. 98) related to international climate change agreements.

• Was responsible for Foreign Relations Committee assignment and the Senator’s duties as Chair of the International Operations Subcommittee, with jurisdiction over the budgets and operations of the foreign affairs agencies, the UN and other multilateral organizations, and terrorism issues.

• Served as Republican Staff Director on the Subcommittee on International Operations.• Was responsible for hearings, committee consideration, floor action, conference committees, and final passage of major foreign affairs legislation, including the Foreign Relations Authorization Act.
