Consultant to Bay Area County Social Services Departments providing Training for Trainers. Consulted with individual Bay Area County Executives , assessed, designed and delivered a week-long program for their internal training professionals. Provided strategic planning session facilitation for local hospital and environmental group.Developed and performed an organization-wide needs assessment with focus groups, developed questionnaires, collated data and created a comprehensive needs analysis and recommendations for a local County Social Services Department.

Reported to CEO as Manager of Staff Development, Planning& Legislative divisions. Led team of training professionals in re-establishing the training department. Oversaw staff in the Planning division to effectively predict State policy direction and political trends to forecast changes to the department. Reviewed drafted legislation going before the State to counter any negative impact on department and client base.
