My group was responsible for supporting the unbundling efforts on a global scale including US, UK, France, Germany, Holland, Ireland, Australia, Brazil, and Mexico.This included meeting with the various country regulatory bodies (FCC, DOJ, OFTEL, ART, OPTA, etc) to discuss and resolve issues associated with opening up the incumbents’ network to competition.This included participation in industry forums to resolve these issues including NICC in the UK, NRIC V in the US, various ILEC state collaboratives and arbitrations, and Engineering Technical Sub-committee in France.This included reviewing and commenting for the various OpCos in inter-connection contract negotiations with the incumbents.This included participation in standard organizations (T1E1.4, DSL Forum, ETSI) driving the standards to include WCOM’s business objectives and support WCOM’s Regulatory positions.This included working with the vendors to develop products (DSL, NGDLC, derived Voice, etc) in the access arena to support our business plans.This included defining the evolution of our network strategy and architecture for access including ATM concentration, TDM/ATM platform migration, etc.This included working with Marketing, Business Development, and Product Development to define and model business cases for validation and justification of strategy, architecture, and marketing decisions.This included performing due diligence on possible partners (CLEC and MSO) for service delivery options.
