We also work with and support State/Territory Broadband Offices and Federal Agencies to implement this once-in-generation opportuntiy for broadband deployment, with estimates of over $200 billion in public and private investment, Our program prioritizes and drives infrastructure investments in communities that need it most.

As part of the Centralized Network Capacity Planning team, I was responsible for identifying metro backhaul congestion from our FiOS network OLTs to BRAS routers and working with regional engineering to address this congestion via circuit and router augments. I also took it upon myself to use my Lean Six Sigma and 4DX skills to address several data collection and analysis limitations at Frontier. We have seen a significant improvement on the accuracy of the data and reports, as well as, deployed new process flows to improve communication to and efficiency of the Regional Engineering organizations.I implemented these changes to other capacity planning teams in our organization as part of an effort to create a standard reporting process and format for Frontier. As part of the process identification and modification, I worked with upstream and downstream organizations to review the overall process flow and look for opportunities to simplify or optimize the end to end process.

(1500+ employees covering 35 states).• Able to drive a 33% reduction in BUILD interval in 4 months from 60 days to 33 days.• Able to obtain an additional 25% reduction in the TOTAL interval, including install/turn-up, from 37 days to 28 days. • Able to increase the percentage of Time to Repair (TTR) ticket resolution by 20%, moving it from 60% of the tickets being resolved in under 4 hours to 72% tickets being resolved in under 4 hours.

Lean Six Sigma Black Belt • Project 1: Addressed high return rate for VZ's FiOS CPE: identified previously unknown issues with the hardware design, designed a methodology in which these devices could provide VZ with an early warning flag, and defined a solution to address the issues. Over $1M in savings per year. • Project 2: Drove data collection and analysis needed for Verizon to convert an entire Central Office from copper to Fiber and coordinate with various IT developers and system support staff to collect and analyze the data to build an implementation plan. The team reduced the data collection process from 18+ weeks to less than 3 weeks, an 85% improvement in process time. • Project 3: International data center pre-sales process. Identified and solved for inefficiencies in the systems and process flows. Identified the areas of improvement (system consolidation) and developed the migration plan to consolidate and evolve the system platforms used in the process.

As part of the Home Network Architecture and Technology group, my responsibilities include defining DSL requirements for Verizon's home gateways and FiOS MDU BHR. I also have been part of a team to analyze Verizon's non-FiOS areas and determine what technologies improvements can be deployed to bring triple play services to those customers.

As part of the Access and Transport Network Architecture group, my resposnibilities included DSL network design, DSL technology development, defining DSL requirements for FiOS MDU deployment, working in various standards bodies including ATIS NIPP NAI, Broadband Forum, and ITU SG15/Q4. I also was involved in deploying Verizon's Spectrum Management platform for the HSI network and redesigned Verizon's centralized Throughput Server Architecture to a distributed TPS architecture.

• Led the NIPP committee in the development of US standards and technical reports covering Network Interfaces, Power Systems, Electrical Protection, and Physical Protection.• Provided official coordination with other International Standards Institutions. E.g., ITU, Broadband Forum, Home Grid Forum, IEEE.

As part of the Strategic Analysis group, my responsibilities include analyzing and supporting MCI’s Business and Engineering efforts in the access arena. I am responsible for providing recommendations, guidance, and focus on both short-term and long-term architectures, strategies, technologies, and business opportunities for MCI. My responsibility includes both a domestic and international networks.

My group was responsible for supporting the unbundling efforts on a global scale including US, UK, France, Germany, Holland, Ireland, Australia, Brazil, and Mexico.This included meeting with the various country regulatory bodies (FCC, DOJ, OFTEL, ART, OPTA, etc) to discuss and resolve issues associated with opening up the incumbents’ network to competition.This included participation in industry forums to resolve these issues including NICC in the UK, NRIC V in the US, various ILEC state collaboratives and arbitrations, and Engineering Technical Sub-committee in France.This included reviewing and commenting for the various OpCos in inter-connection contract negotiations with the incumbents.This included participation in standard organizations (T1E1.4, DSL Forum, ETSI) driving the standards to include WCOM’s business objectives and support WCOM’s Regulatory positions.This included working with the vendors to develop products (DSL, NGDLC, derived Voice, etc) in the access arena to support our business plans.This included defining the evolution of our network strategy and architecture for access including ATM concentration, TDM/ATM platform migration, etc.This included working with Marketing, Business Development, and Product Development to define and model business cases for validation and justification of strategy, architecture, and marketing decisions.This included performing due diligence on possible partners (CLEC and MSO) for service delivery options.

I investigated and analyzed aspects of national and international networks for classified government projects.

I worked as TSI’s technical expert on all optical components in the network (WDM/NB-WDM, Optical Amplifiers, Fiber Cable, etc.) and cable routing and management equipment.

I was part of a 16-month field/in-house training program working in all aspects of MCI’s high-speed long distance transmission network working in outside plant (fiber cable installation), fiber splicing, lightwave equipment installation, system test, and engineering. I also worked in antenna and waveguide installation for digital radios. After training, I engineered various projects in MCI's long haul optical transmission system.
