Responsible for synchronizing and capturing all programmatic, engineering, test and evaluation (T&E), configuration management, and logistics requirements across numerous Army Aviation Fixed Wing platforms. Charged with development of schedules-to-award of these contract items. Insure that these requirements are accurate, complete, current, and within budget constraints. On behalf of Assistant Product Manager (APM), oversee a staff of Department of Army (DA) Civilians and contractors, both core and matrixed to program. Develop integrated logistics management plans for products to provide both last in first out and first in last out government furnished equipment support, depending upon support requirements of each aircraft platform. Draft contract requests for proposals and supporting documentation inclusive of Bolton Memorandums, Justifications and Approvals, Statements of Work, Program Work Statements, Memorandums of Agreement, Memorandums of Understanding, Foundation Matrices, and individual funding authorization documents required for commitment and obligation. Provide crucial analysis and input to APM regarding contract negotiation and awards. Write annual historical reports for the program. In coordination with the APM, develop the annual Program Management Review presentation as a holistic overview of the systems that are managed. This includes milestone reviews, program execution activities, and summation of the strategic developments of these acquisition end items. Write numerous Executive Summaries, Program Objective Memorandums, Unfunded Requirements documentation, and white papers; explaining the needs, objectives, and criticality of various program products to DA Systems Coordinators, Army Resource Management (G-8) Staff, as well as the Army Contracting Command support staff. In coordination with units in the field, analyze and help provide viable solutions for the requirements of various Operational Needs Statements.
