Total contract revenue is over $1 billion over ten years. Our contract model has been widely praised for its emphasis on high performance standards for customer service, operations and diversion with incentives and disincentives; service innovation; and producing rate stability and predictability.Overall strategic management of a contractor selection process resulting in the award of a new operations agreement for management of our MRF and Transfer Station complex handling nearly 450,000 tons per year. The selected operator's costs were $2.3 million per year lower than the previous operator's costs; a savings of 17% per year. Developed and Managed a Facility Master Plan resulting in $46 million in capital improvements including a new 70,000 square foot MRF with a 45-tph single stream processing system, a 20,000+ square foot addition to a transfer station, new environmental education center, traffic improvements and new scales. The masterplan was completed $1 million under budget and produces significant ongoing operational savings and improved customer service experience. Facility improvements were LEED Gold certified.JPA's recycling programs and facility operations have received local, state and national recognition as best in class. We also host over 5,000 visitors per year who tour our Shoreway Environmental Center.

Directed government affairs activities for a $750 million recycling subsidiary of Waste Management.Conducted high level presentations on recycling programs and waste related issues to dozens of elected bodies, including city councils, planning commissions, CA state legislature, and the U.S. Senate. Provided recycling expertise and demonstrated recycling policy leadership through speaking engagements at over 21 national and regional recycling conferences.

Directed day-to-day management of $8 million per year electronics recycling business with 50 employees operating in 5 states (AZ, MN, NC, NJ, TX). Transformed this financially under-performing electronics recycling business into a successful, nationally leading enterprise in the electronics recycling industry. Achieved ISO 9001 &14001 Certifications for four e-waste processing operations. Selected and served as a stakeholder in the USEPA National Electronics Product Stewardship Initiative.

Developed the first Environmental Stewardship Pledge in the U.S. Electronics Recycling Industry (2002) for responsible end of life management of products, components and scrap materials. Established the first national network of electronic scrap collection depots in more than 15 states generating over $500,000 in revenue within the first year. Managed the largest two-day e-waste collection event in the United States at that time. Developed strategic partnerships with original equipment manufacturers including Sony, Panasonic, and StorageTek. Also, served on Governor's Electronic Waste Commissions in Colorado and Oregon (2002 & 2004).

Spearheaded the evolution of a 4,000-ton per day (tpd) transfer station into one of the most successful integrated recycling operations in the United States. Secured long-term municipal contracts for refuse and recycling collection and processing.Created and managed a national award-winning environmental education program serving 5,000 visitors per year.Managed a 5-Year Recycling Master Plan for California's largest transfer station resulting in a 288% increase in annual recycling totals producing over $10 million in annual gross revenues.Led the implementation efforts, permitting and community outreach for these new programs:- New Construction and Demolition (C&D) recycling and recovery system.- Expanded recycling drop off areas for appliances, scrap metals and waste oil.- New processing systems for mixed waste and source separated yard/wood waste.Managed operations and end use marketing for a 450 tpd yard and wood waste processing operation.

The California State Assembly Fellowship Program, founded in 1957, is one of the nation's oldest and most prestigious legislative fellowship programs. In 1987, the program was renamed the Jesse Marvin Unruh Assembly Fellowship Program to honor California's former Assembly Speaker and State Treasurer. This unique program provides an opportunity for individuals of all ages and backgrounds to directly participate in the legislative process. Each year, 18 individuals are selected to participate in the program. The 11-month fellowship provides an introduction to public policy formation and adoption in the California Legislature through full-time work as a professional legislative staff member.
