Assigned to research and draft memoranda pertaining to discrete issues of law including but not limited to: study dispute and prescription issues NOAA may face during hydropower relicensing on account of FERC’s new integrated licensing process; statutory interpretation regarding Section 4(f) of the ESA; whether NOAA’s warrantless administrative search authority may extend to a vessel’s GPS. Drafted case assessments, outlined legal arguments, and compiled evidence to support ALJ enforcement proceedings for violations of the Magnuson-Stevens Fishery Conservation Act, the Lacy Act, and the Marine Mammal Protection Act. Participated in interagency strategy meetings and client counseling. Updated supervisor on any developments related to tribal affairs in the State of Maine, where the Agency was involved in a number of significant restoration projects in which the tribes are a party.

Northeast Region - Newton, Massachusetts

Drafted legal memoranda involving environmental, land use, administrative, employment, and tort law to aid the Department in civil proceedings before administrative tribunals or in federal court. Participated in client counseling and strategy discussions.

Newton, Massachusetts

Conducted legal research and drafted topic notes that were incorporated in an environmental law casebook supplement. Topics included but were not limited to: recent Congressional attacks on the Endangered Species Act; tort claims against major green house gas producers for climate change-related damages; and the regulation of fracking by municipalities.

Region 1- Boston, Massachusetts

Assigned to research and formulate legal opinions on an issue of first impression related to a tribe’s statutorily-reserved sustenance fishing right and how the right may impact a state’s authority to set water quality standards in Indian country. The subsequent memoranda factored into the EPA’s unprecedented decision to reject the water quality standards submitted by the state pursuant to the Clean Water Act. Litigation concerning both the tribal issues and the EPA’s subsequent action is currently pending in the First Circuit

East Lansing, Michigan

Conducted field and laboratory research in conjunction with the Michigan Department of Natural Resources and Little Traverse Bay Band of Odawa Indians on a 3-year study of walleye in a large interconnected system of lakes in Northern Michigan. Collected, organized, analyzed, and catalogued thousands of samples into complex databases in both field and laboratory settings. Coordinated with state, federal, and tribal agents to better streamline sampling protocol and increase productivity.

Ferndale, Michigan

Yellowstone National Park

Worked in conjunction with the National Park Service and United States Geological Survey on efforts to restore Yellowstone cutthroat trout to Yellowstone Lake and its tributaries. Served on various field crews, whose duties included but were not limited to: • tending to the 15 miles of gillnets deployed for lake trout removal; • maintaining VEMCO receiver network; • capturing and surgically implanting lake trout with acoustic tags; • collecting biological data; and • tracking/mapping lake trout movement.

Aided in research, design, and implementation of various laboratory and field experiments geared towards identifying solutions to complex issues plaguing the Lake Champlain and Great Lakes ecosystems. Duties included but were not limited to:• conducting various types of research in both laboratory and field settings;• coordinating field research with members of various federal and state agencies;• collecting and imputing data into several complex databases; and• providing supervisors with preliminary reports on research findings
