Primary responsibilities include the following:• Administering, overseeing, and managing time and labor, payroll, and pension related programs and activities for City employees.• Managing and guaranteeing bi-weekly disbursement of payroll with multiple FLSA periods, complex earnings and pension calculations, garnishments, benefits, and taxes for over 4,000 employees and retirees consistent with applicable public sector and Federal Wage and Hour Tax laws.• Managing, supervising, directing, and coordinating the work of staff.• Developing assigned department’s annual budget.• Identifying legal requirements and government procedures and ensuring that reporting mechanisms are in compliance.• Partnering with Human Resources to establish appropriate City policies.• Developing and establishing the City’s time and payroll policies and procedures.• Providing consultation, interpretation, and relaying information on applicable City policies, pension plans, timekeeping, and payroll matters to City employees.• Serving as the Plan Administrator for the City’s voluntary and mandatory retirement savings plan (includes its 401(a), 457, Roth IRA, and RHS plans) and as the PeopleSoft HCM 9.1 Functional Business Analyst.The Finance Supervisor will also perform additional duties as assigned by the Chief Financial Officer and Human Resources Director.
