The Assistant Director of Human Resources provides professional and diverse administrative work as the principal assistant to the Chief Human Resources Officer, assisting in planning, organizing, and directing the activities of the Human Resources Department. The Assistant Human Resources Director provides comprehensive assistance in developing, implementing, and monitoring City policies and procedures in all human resources-related matters, provides the Chief Human Resources Officer with recommendations on human resources-related issues, and serves as acting director in the absence of the director. Work is performed with significant discretion and initiative in carrying out departmental objectives efficiently and effectively under the general direction of the Chief Human Resources Officer. Oversees functional areas of: Compensation & Benefits, Recruiting, Employee Relations, Human Resources Business Partner Team, and HR Solutions Center.

The HR Manager over compensation and benefits is a highly responsible at-will position reporting to the City's Director of HR. The HR Manager will manage the services, activities, and operations in the areas of compensation, classification, benefits, and special projects; coordinate HR activities with other divisions, departments, outside agencies, and the public; provide highly responsible and complex staff assistance to the HR Director; and exercise direct supervision over professional, technical, and/or clerical staff; research, analyze, prepare, negotiate, and manage consulting and outsourcing contracts; provide consultation, interpretation, and advice to City executives, managers, and employees regarding questions, concerns, or problems related to compensation, classification and benefits HR policies and procedures; and ensure compliance with applicable federal, state, and local laws and regulations including FLSA (Fair Labor Standards Act). The HR Manager will manage a self-funded, unbundled health plan with assets of approximately $23 million and will also be responsible for managing City total compensation costs of approximately $215 million, which is approximately 50% of the City’s annual budget.

Finance Supervisor (Payroll & Pension)The Finance Supervisor will oversee the time, payroll, and pension related activities for all City employees. This position will supervise three full-time employees and oversee a payroll and pension budget of $254,820. Primary responsibilities include the following:• Administering, overseeing, and managing time and labor, payroll, and pension related programs and activities for City employees.• Managing and guaranteeing bi-weekly disbursement of payroll with multiple FLSA periods, complex earnings and pension calculations, garnishments, benefits, and taxes for over 4,000 employees and retirees consistent with applicable public sector and Federal Wage and Hour Tax laws.• Managing, supervising, directing, and coordinating the work of staff.• Developing assigned department’s annual budget.• Identifying legal requirements and government procedures and ensuring that reporting mechanisms are in compliance.• Partnering with Human Resources to establish appropriate City policies.• Developing and establishing the City’s time and payroll policies and procedures.• Providing consultation, interpretation, and relaying information on applicable City policies, pension plans, timekeeping, and payroll matters to City employees.• Serving as the Plan Administrator for the City’s voluntary and mandatory retirement savings plan (includes its 401(a), 457, Roth IRA, and RHS plans) and as the PeopleSoft HCM 9.1 Functional Business Analyst.The Finance Supervisor will also perform additional duties as assigned by the Chief Financial Officer and Human Resources Director.
