My scholarship focuses on law and policy reforms to advance a federal right to education, educational equity, diversity and civil rights. I teach Education Law Survey, Race, Education and Opportunity, and a seminar on Law and Educational Equity. I serve on the Diversity and Academic Placement Committees.

My scholarly interests include equal educational opportunity, the federal role in education, gender equity and Title IX, race and civil rights. I teach courses in Education Law and Policy, Legislation and Regulation and Pretrial Litigation. I am co-chairing a university-wide Faculty Senate Committee on Sexual Assault Response and Prevention that will make recommendations on improving the university's approach to these issues. I chair a university-wide faculty learning community on understanding and reducing stereotype threat. I chair the law schools diversity committee that is developing programming for faculty, staff and student on issues relating to diversity, inclusion and cultural competence. I serve on the university-wide Access and Affordability Strategic Planning Working Group. I have served on a wide range of committees including the Appointments Committee, the Promotion and Tenure Committee, the Clerkship Committee and the Library and Technology Committee. My work for the U.S. Department of Education focused on research and writing education policy on race, gender and disability discrimination. For instance, I assisted in drafting the revised Title IX regulation on single-sex public schools. I also researched and wrote a letter and research paper that was sent to all fifty chief state school officers by Secretary Riley about how disparities in educational opportunity may violate Title VI of the Civil Rights Act and its implementing regulations. I prepared the Department’s submissions for government-wide reports to the United Nations, including the U.S. report to the Committee on the Elimination of Racial Discrimination and an update of the U.S. report for the International Covenant on Civil and Political Rights. I drafted papers presenting policy options for inter-office team that examined how the Department could improve its assistance to low-performing schools so that all students are given the opportunity to achieve high standards.

I taught courses in Civil Procedure and Education Law and Policy. I also served as chair of the Clerkship Committee and as a longstanding member of the Clerkship Committee.
