Responsible for establishing and running the Project Management Office with the objective of ensuring all projects are delivered using a ‘best-practice’ Project Delivery Approach and are delivered within the agreed scope, time, cost and quality. This role will be threefold, firstly overseeing the portfolio of organisational projects, providing expert knowledge and support and monitoring progress and reporting on the portfolio status. Secondly managing projects/programmes directly. Finally, the development, introduction and on-going iteration of the organisation’s Project Delivery Approach. The role is expected to provide strong leadership in a matrix environment to promote best practices in managing interrelated projects and programmes to ensure successful delivery. This role will also ensure project resources have the correct toolsets and processes in place and that all relevant staff are trained and equipped to deliver successfully. Strong project or programme management and excellent organisational skills are fundamental, as is the ability to liaise with people at all levels of the organisation.

Support and coordinate the delivery of strategic programmes and investment designed to transform and grow the business. Work collaboratively with Group and multiple PMO offices to define and set up optimal standards and ways of working that minimise bureaucracy and deliver safe results fast.

Responsible for establishing a permanent P3O Office for Capita IT Services providing strategic oversight, scrutiny and challenge ensuring alignment with internal processes, procedures and methodologies as well as the wider strategic objectives. The role and responsibilities:• Established a P3O Team consisting of 22 PMO professionals providing a “Hub and Spoke” P3O to projects and programmes across the entire IT Services Portfolio • P3O Team generating revenue in excess of £1.2m pa.• Implementation of an Enterprise Project Management (EPM) solution (from initial vendor selection, through to hardware and software build and deployment) across IT Services providing a single source of the truth in the form of a real time Dashboard view of the portfolio.• Developed a single End to End Delivery Methodology for use across IT Services and integrated this into the EPM toolset having aligned this to PRINCE2, MSP as well as locally defined Gateways across IT Services• Trained out the IT Services Delivery Methodology and Toolset to over 250 project management professionals.• Successfully migrated over 350 projects and programmes to report using the EPM toolset providing a single solution for document management, RAID management, planning, reporting, project finances, change management, quality management, lessons learned and benefits realisation. • Established an Offshore Team to support the EPM toolset consisting of 2 FTE’s managing a support queue to provide a 24/7 service.

Managed a team of Transition Integration Managers responsible for transitions in to and out of Operational Services Lines of Service.

Programme Office Manager for the London Congestion Charge Portfolio on the Transport for London Contract for Capita Business Services, and reporting to the Programme Director. The role and responsibilities:• Developed a small existing Programme Office supporting the Western Extension Zone (WEZ) into a generic Programme Office to support the full Portfolio including the Low Emissions Zone (£10m budget), the Emissions Related Congestion Charge (c£6m budget) as well as all Business as usual (BAU) Change covering upwards of 100 simultaneous Change Requests at peak. • Developed a mobilisation plan for the extension of the existing Programme Office function with a supporting Business Case to justify additional recruitment and expenditure on hardware and software tools.• Managed the implementation of new Programme Office tools and the extension of existing systems such as Project Server, to support new processes. • Recruited and trained additional specialist Programme Office resources and developed a full suite of Programme Office processes and procedures to support the Congestion Charging Portfolio.• Managed a team of 5 full time Programme Office professionals as well as matrix management of 5 Business Analysts, 6 Project Managers and 2 Programme Managers.• Defined the Programme governance structure and ensure that this is adhered to by all Programme Team members.• Established a link with the Clients Programme Office, sharing best practice and developing an excellent relationship where the two Programme Offices are seen as the key contact points across the various Programmes.• An integral member of the Joint Programme Board for the Low Emissions Zone (LEZ) and the Emissions Related Congestion Charge (ERCC) Programmes providing specialist Programme Office expertise into both Programmes.• Responsible for the management of risks and issues both internally and jointly with the Client for each Project and Programme.
