Kim Koppelman retired from the North Dakota House of Representatives Dec. 1, 2022, after 28 years of service, as Speaker of the House. He was first elected in 1994. The Immediate Past Chairman of the Judiciary Committee, when retiring, in addition to his duties as Speaker of the House, he chaired the Shared State Legislation Committee of the Council of State Governments, the Civil Justice Task Force of the Regulatory State Reform Subcommittee of the American Legislative Exchange Council. For most of his years in the Legislature, he also served on the Political Subdivisions and Administrative Rules Committees. He also served on the Midwest Interstate Passenger Rail Commission and on the Boards of the National Center for Interstate Compacts, the Valley Christian Leadership Association, and the R Street Institute. He has served on the Judicial Planning Committee (ND Supreme Court/Bar Assn.) and the Supreme Court's Committee on Alternative Dispute Resolution and, for six years, as a commissioner on the North Dakota Commission on Legal Counsel for Indigents. Rep. Koppelman has worked with the National Institute for Civil Discourse (University of Arizona) and has served on numerous other regional and national boards, including the MinnKota Red Cross and chairs the Valley Christian Leadership Association Board of Directors.

• National Chairman of the Council of State Governments (CSG), the only national organization made up of all three branches of government in all 50 states.• Initiated, planned, coordinated and hosted the First National Interbranch Summit of the States in June, 2008-Bismarck, ND• Launched Leadership Initiative focused upon Interbranch Relations, which capitalized on CSG's unique status as the only entity encompassing all three branches of government in all 50 states.• Led the organization during its 75th Anniversary Year-Spring Meeting, Lexington, KY, Annual Meeting-Omaha, NE.• Designed, orchestrated, coordinated and led a nation-wide search for a new Executive Director, after the retirement of the ED who had served CSG for 19 years.• Participated, as CSG National Chairman, in CSG regional meetings in Oklahoma City, OK; Rapid City, SD; Anchorage, AK; and Providence, RI and represented the organization and state government in other capacities, nation-wide.• Vice Chairman, 2006, Chair-Elect, 2007.
