About Kim Oliver

I am proud to work at the intersection of education, employment and equity for improved outcomes for children, youth and families.Early in my life, 9 years old to be exact, I identified education as a path to a better life largely due to the incredible support I received from my 4th grade teacher Mr. Marshall. That single relationship fostered my early decision to work hard in class, strive for excellence and take advantage of every educational opportunity that came my way eventually landing me at Yale University. From Yale, I was launched into a career pathway in insurance and financial services that later cultivated my desire to switch sectors and join the non-profit and public sector. Looking back I realize this career shift came about after the realization that I was one of the lucky ones who beat the odds. As a child, I thought all students had these opportunities and support from adults like Ms. Marshall, but I learned as an adult that most students did not share my experience. Consequently, I committed to giving back to my community especially in the area of education including being on the community redesign team for a local high school, a member of the employer advisory board for an insurance-finance high school pathway program, and host of a school-based community and health fair for several years. In 2009, I transitioned from the private industry into the nonprofit space to work on economic mobility for lower-income families, and over the past decade, I have been involved in, and in several cases, leading community-based solutions for opportunity youth, justice-involved youth, and other vulnerable populations using a number of population- and geographic-specific strategies including collective impact and place-based initiatives. Most recently, I have applied my experience and knowledge to my role as a Board of Education member for Hartford Public Schools and in leading the Department of Families, Children, Youth and Recreation for the City of Hartford. I currently manage a $20M+ budget and 200 employees. For 7 years, I was a member of Hartford Board of Education, serving as Vice Chair, Finance Chair & Co-Chair of the CT Regional Education Council. Additionally, I was a commissioner for women, children, seniors, equity & opportunity for the State. I helped designed the 1st city school aligned with the National Academy Foundation and CT's Insurance & Financial Services cluster. Also, I host the North Hartford (Simpson T. Waverly) Health & Community Fair & a disc jockey on 89.9 WQTQ FM, a community radio station.

We do this by focusing on four tenets that anchor the department: children and youth (1) are ready; (2) feel safe; (3) have a healthy start; and (4) have access to economic opportunity. In order to effectively address these four areas, we partner with families, schools, and community to promote and improve the integration of services for children, youth, and families across three divisions – young children, youth services, and recreation. The office of young children is responsible for providing for the expansion of high quality early childhood opportunities and programs in order to ensure Hartford's young children are safe, healthy and prepared for early school and life success. The office of youth services is responsible for developing and coordinating citywide youth-related services, policy, partnerships and resources to address the needs of our most at-risk youth. The division of recreation is responsible for providing an integrated approach to youth development and recreational activities in the city.

We partnered with government, employers, service providers, philanthropy, and other stakeholders to provide in-school, at risk, and out-of-school youth (ages 14 to 24) learning opportunities in work-based competencies, occupational skills, and work experiences. • Directed a cross-agency collaborative using collective impact and nationally-recognized best practices to build the region's talent pipeline by addressing the needs of 6,300 Opportunity Youth in Hartford and transforming their liabilities into opportunities for economic success with a goal of scaling up the work to serve more than 23,000 Opportunity Youth region-wide.• Directed several youth employment strategies including those resulting in the out-of-school, year-round program for young adults (ages 18 to 24) serving more than 200 youth annually and the Summer Youth Employment and Learning Program for youth (ages 14 to 18) serving more than 2,000 youth annually.• Led RFP development and procurement process for career pathway programming for out-of-school youth resulting in more than $2 million in investments using public funding (WIOA Youth).• Developed the education and career pathway system, a multi-tiered model that illustrates a comprehensive well-connected and transparent system, partnership, and/or individualized pathway that meets youth where and when they are, offers personalized guidance and support, addresses non-education and non-employment barriers to success, provides multiple exits (as needed) with subsequent entry points, and leads to sustaining careers in in-demand industries and occupations.• Designed and implemented an employer engagement strategy that focuses on employer needs, benefits, and values that led to employer-based investments in youth employment.• Managed a team of seven (7) workforce development professionals dedicated to youth employment.
