Served as the chief of environmental processes branch for 3 years, the deputy director (Vice President for Research and COO) for 14 years, and the director for 2 years for the U.S. Army Corps of Engineers' (USACE) Construction Engineering Research Laboratory, affiliated to University of Illinois Urbana-Champaign, to provide innovative R&D solutions to complex problems faced by the Army, the DoD, and the Nation. Led the discovery, development, and delivery of several cutting-edge science and engineering solutions to the complex, military-specific challenges inherent in owning and operating quality military installations for the Soldier. Led a team of 350 employees in the development and execution of $250M R&D program; managed all human, financial, and physical assets; and tenaciously steered the laboratory’s long-range, strategic planning in pursuit of the USACE vision: "A GREAT engineering force working delivering innovative and sustainable solutions to the Nation’s engineering challenges.”Successfully led the enterprise through many challenges by inspiring, coaching, and mentoring the workforce; building strategic partnerships (e.g., Office of the Assistant Secretary of the Army for Installations, Energy, and Environment; Office of the Assistant Secretary of Defense for Energy, Installations, and Environment; and USAF Installation and Mission Support Center Tyndall Reconstruction PMO); and delivering cutting-edge solutions. Under my leadership—for the leap-ahead impact on the Army, the DOD, and the Nation—CERL won many prestigious awards from the Army, U.S. Green Building Council, R&D100, Federal Laboratory Consortium, Fiatech, USACE, and others. Served as the Principal Technical Advisor and Senior Technical Fellow at a world-renowned science and engineering consulting firm, Tetra Tech EM Inc. (a subsidiary of Tetra Tech), formerly known as Planning Research Corporation. As the Tetra Tech Principal Technical Advisor, I directed high visibility technical programs and developed a strategic vision for the company by serving as an advisor to the Chief Executive Officer, the Chief Technology Officer, and the group general managers. Served as a U.S. delegate to the former Soviet Union as part of an Environmental Technology Delegation, in which I participated in discussions with U.S. and Soviet environmental professionals involving the evolving Soviet modernization program and the impact of that program on environmental protection. Also served on the EPA Science Advisory Board to advise the EPA Administrator on the national accreditation of environmental laboratories. My contributions to civil and environmental engineering have been recognized worldwide as I led the advancement of over 20 innovative hazardous waste treatment, sampling, and measurement technologies, including their implementation at over 500 hazardous waste sites saving hundreds of millios of dollars.

Taught several undergraduate and graduate courses including Unit Operations in Environmental Engineering, Environmental Chemistry, and Hazardous Waste Engineering and Management. Also, gave guest lectures on special topics including innovative treatment, monitoring, measurement, and sampling technologies.
