CAP Services was formed in 1966 and serves central Wisconsin as a designated Community Action Agency for Marquette, Outagamie, Portage, Waupaca and Waushara Counties. Our Business Development Program helps meet the needs of people who have the determination to become self-employed in their chosen field, by offering free assistance to qualifying clients in creating a well researched, high quality business plan. When our business development clients are ready to approach local banks for start-up financing, they have a sound business plan to stand behind them. If needed, CAP may also be able to help with “gap” financing for some of the required investment amount through our own revolving loan fund.
