CAP Services is a private, non-profit Community Development Organization whose mission is to bring about a permanent increase in the ability of low- to moderate- income individuals to become economically and emotionally self-sufficient. President Lyndon Johnson proposed the War on Poverty in 1964 with a goal of providing the opportunity for every American to enjoy the benefits of the nation’s Great Society. The Economic Opportunity Act of 1964 established a network of local organizations, known as Community Action Agencies. CAP Services was formed in 1966 and serves central Wisconsin as a designated Community Action Agency for Marquette, Outagamie, Portage, Waupaca and Waushara Counties. Our Business Development Program helps meet the needs of people who have the determination to become self-employed in their chosen field, by offering free assistance to qualifying clients in creating a well researched, high quality business plan. When our business development clients are ready to approach local banks for start-up financing, they have a sound business plan to stand behind them. If needed, CAP may also be able to help with “gap” financing for some of the required investment amount through our own revolving loan fund. We offer one-on-one technical assistance in completing critical parts like a market analysis and financial projections; and, we help clients discover their personal strengths, pick the right business for their market, develop their business plan, put together loan packaging, and stay on track. Nationally, less than half of new businesses are still operating after three years. Success rates for CAP's Business Development clients have been much higher. The business planning process helps ensure success over the long run.
