I am an attorney with more than 20 years of experience in the legal and regulatory/governmental aspects of education, providing advice and guidance to education entities, edtech founders and their companies, and organizations who operate in the education space. I served in-house for almost 15 years, and now in private practice, and my blend of experience allows me to provide practical advice rooted in the realities of every day business operations, while also understanding the big picture. I also provide guidance on the development and implementation of legislative and policy priorities at the federal and state level, serving on government advisory committees and managing political advocacy efforts. My role as counsel is to lend in-depth guidance on how to interpret laws, regulations and standards and to assist in integrating regulatory and compliance programs through policy and process development and collaborative implementation.Specialties: Federal and state higher education statutory and regulatory interpretation and implementation (such as Title IV, Title IX, Clery Act, Program Integrity, Borrower Defense to Repayment), extensive experience in California higher education policy including assisting with issues relating to the California BPPE, development of legislative policy priorities, corporate compliance programs and implementation, institution compliance reviews and "mock" audits, and partnering legal and compliance functions with operations.Visit ed.cooley.com to review articles I (and others) have published covering the ever-changing higher education regulatory landscape.
