It included examining what existing facilities and supplies the Office of Emergency Services (Cal OES) maintains and the financial resources necessary to support them. I developed a methodology for identifying targets for the amount of equipment and supplies stored, their location, and the capacities of logistics which would be able to support disaster preparedness and meet statewide emergency response goals. I identified four options for implementing programmatic efficiencies and fiscal streamlining for various budget scenarios, and several areas for further research.
