Assisted with overall operations and management of personnel of the Graham Police Department. Directly responsible for patrol, investigations, and support services. Involved in overseeing accounting, and management of the departmental budget. Develops and directs the implementation of goals, objectives, policies, procedures and defines work standards for the entire department. Works closely with the City Manager, the City Council, Human Resources and Risk Management, other city departments, a variety of public and private organizations, citizen groups to develop programs and implement projects to address and solve police service problems. Opened and facilitated dialogues with citizens and City Officials on law enforcement issues and assisted the development of innovative municipal law enforcement policies. Represents the city and the Graham Police Department and works closely with citizen groups, public and private officials, outside agencies, and serves as the liaison for other law enforcement agencies to provide technical assistance and to ensure responsiveness and appropriate delivery and engagement of law enforcement services. Actively participates as an Executive Team member of the City senior management group. Prepares and recommends long-range plans for city police service programs, develops specific proposals for action on current and future city needs. Works to build partnerships with local, state, and federal stakeholders in the Public Safety realm. Engaged with local communities and the media to build community partnerships across the State to enhance civilian partnerships and to create buy-in and ownership, giving the sense that we all have a personal stake in Public Safety.

Charged with oversight and direction of all aspects of Patrol Disivison including the support of functions for the division with an emphasis in Financing, Administrative/Personnel services, Professional Standards, Technical, Fleet, IT Support, and Training. Worked in the county and in the state with the Sheriffs, Chiefs, and various community leaders in the area enhancing and building a responsive community-based approach to Public Safety in alignment with the core mission of the Graham Police. Promoted community engagement and disseminated agency and community wellness, fostered the critical incident debriefing with the other local municiple police departments and NC-LEAP.

Crime analysts study criminal patterns in an effort to predict the time, place and day that a crime might occur. They do this by way of computer databases that they design in order to gather and study criminal data. Crime analysts not only use the information they gather to identify criminals but to target possible suspects as well. There are three types of data that crime analysts use: tactical, administrative and strategic. Tactical analysis is concerned with immediate and high level threats such as murders, theft, rape and abduction. Strategical analysis is focused on properly deploying and utilizing law enforcement officers. The administrative side of analyzing crime concentrates on supplying the heads of law enforcement agencies with their findings and making sure that the police have the resources that they need to perform their jobs.

Supervised SRO’s, personnel equipment, training coordination of the department and supplies, including 1 Corporal, 2 officers, civilian records personnel, parking enforcement, and reserve officer staff. Directed administrative sworn and non sworn operations in the area and worked to continue building partnerships in support of the departmental mission. Charged with the designing of written exams/assessment exercises and facilitated the promotional processes for candidates from the rank of Corporal to the rank of Lieutenant. Organized & maintained accreditation files, interpret standards, implemented project timelines, gathered proofs, wrote statistical analysis reports, prepared ISSR’s and reports using CACE (Accreditation Software) for CALEA Accreditation for GPD. Wrote and administered training to staff on CALEA, on-site, & crosswalk and developed CALEA minutes. Networked with other Accreditation Managers and assisted with NCLEAN group in planning the National CALEA Conferences March 2007 & March 2009. Served as a mock assessor for the NC PAC - NCLEAN on multiple in state and out of state mocks, since 2005. Coordinated with CALEA for on-sites, planned tour, and worked closely with assessors. Prepared GPD statistical charts for assessors/onsite. Implemented an online policies and procedures manual. Drafted new policies, revisions, and update the policies & procedures manual. Handled special projects assigned, such as the development of staff development database; coordination of training opportunities for staff. Provided support to Chief of Police and Captain of Operations.
