Serve as Chief Legal Officer for the 1,200-person State agency and leader of its Division of Legal Services. Provide counsel and direction to IDPH Director and programs, and legal support to the Illinois Office of Governor. Draft, review, and oversee applicable agency contracts and grants, intergovernmental agreements, data-share agreements, non-disclosure agreements, medical study declarations, and numerous other substantive transactional documents. Manage legal issues pertaining to IDPH’s statutory, rule-making, and regulatory processes. Serve as IDPH Privacy Officer, addressing privacy compliance and managing HIPAA-breach vulnerabilities. Oversee IDPH litigation efforts, representing the agency in all facets of administrative litigation and defense efforts in circuit courts.

Concentrated on civil litigation with an emphasis on health care, including counseling and defense of hospitals, long-term care facilities, physicians, and other health care providers for various health care claims.
