Governor Sam Brownback appointed Felter to the Kansas Children’s Cabinet and Trust Fund in 2014. Governor Jeff Colyer re-appointed Felter in 2018. Governor Laura Kelly re-appointed Felter in 2022. The Cabinet is tasked by state statute to evaluate and fund key children’s programs aimed at improving the health and well-being of at-risk children and families across the state. During her time on the Cabinet Felter has worked tirelessly, lending her talents towards the messaging of the cabinet, lobbying efforts to communicate with the legislature and efforts specifically focused on capturing the success stories in print and on video to share with fellow Kansans.

Felter served 12 years on the Olathe School District Board of Education; she was president of the board of education 2014-2015, and prior to that vice president 2013-2014. Olathe Public Schools has the second largest K-12 student enrollment in the state of Kansas. The District covers 74.6 square miles in Johnson County and provides educational services across four cities: Olathe, Overland Park, Lenexa and Shawnee. For the 2022-23 school year students will enter our 36 elementary schools, 10 middle schools, and 5 high schools. In addition to the school buildings, 20 support facilities exist to provide operational and educations services. Our 2,800 – plus teachers and administrators and over 2,100 classified staff help create the positive learning environment for nearly 30,000 students. The pupil/teacher ratios for the grade levels are elementary 21.2:1, middle school core 22.1:1 and high school core classes 23.4:1.The average student scores exceed both the state and national ACT and SAT averages; 93%of our graduating seniors pursue a postsecondary education and were offered more than $45.5 million in scholarships in 2022-23; over $32 million in grants were awarded the District in the past year.

Elected by fellow board of education members as the leader of the governing body whose primary responsibility is to ensure high levels of student achievement in the Olathe School District (the second largest district in the state of Kansas). The board president must be trustworthy, fair to others, and able to navigate conflict when necessary. The board president is expected to be even accessible to the community and to the media. Responsible for running effective meetings and work with the superintendent of schools and vice president to develop the meeting agenda. Works closely with local city council members, county leaders, and state legislature representing specific district needs/issues.

Elected by board peers. Responsible for working with the board president and superintendent of schools in establishing meeting agendas and running effective meetings when the president is not present. Represents the district, along with the president, to other local and state level elected officials. Expected to be visible and available within the district and community, as an officer of the board of education.

In 1997 LeEtta and her husband Jib decided to challenge their entrepreneurial talents and embarked on a very successful journey that would ultimately provide jobs for hundreds of people, build a valuable business and become an asset to their community. The first family owned business, Olathe Truck & Equipment, grew quickly and thrived even in economically challenging times due to the Felter’s conservative business model and ethical business practices. OT&E became Mid-West Truck Sales, Inc. with seven locations in four different states, employing over 220 people. In 2013 a firm on the NASDAQ purchased Mid-West Truck Sales due to the success it had experienced under the leadership of Jib and LeEtta Felter.

Starting in the healthcare industry while still in high school, Felter gained a broad base of experience on the business side of health care. At the age of 22 Felter was hired as the youngest Surgical Services Business Director in the history of Shawnee Mission Medical Center. Her numerous successes include automating the surgical services scheduling system, live streaming surgical status updates throughout the medical center, and moving the department technologically forward across the board. Felter’s chief success at SMMC was the exceptional implementation of automating the operating rooms and ancillary support services with the conversion from “old school” paper and pen charting of surgical procedures/medical records to automated computer charting. Felter’s strategic communication plan as well as the methodical streamlined educational approach to the conversion is credited for the resounding success that SMMC experienced in automating the O.R. Felter spoke nationally at multiple healthcare conferences about the conversion process and the software provider adopted her methods as the recommended implementation approach. Felter’s success continued with her promotion to Director of Corporate University at SMMC where she implemented a vigorous employee continuing education program that has been instrumental in building a quality work force at SMMC.
