DO-230 provides guidance on acquiring and designing airport access control systems, testing and evaluating system performance, and their operational requirements in order to help airports achieve consistency and interoperability in their access control environment.

Responsible for managing the design, installation, and commissioning of enterprise-wide electronic security systems to include access control, intrusion detection, and advanced video surveillance systems. Ensured projects met budget and timeliness requirements and maintained communication with all stakeholders. Managed a $7M, multi-year project to upgrade and maintain the electronic security system at one of the busiest ports on the West Coast which included designing and deploying a mobile command vehicle to facilitate continuity of operations in disaster scenarios. Successfully managed over 40 projects valued at over $5M including access control, advanced video surveillance systems, wireless data transmission technologies, and intrusion detection. Served as the sole CMO representative for CJTF-OIR Forward in Baghdad, Iraq. As the senior CMO representative in Baghdad, ensured the Commanding General was informed about the most current and authoritative humanitarian and stabilization data for Syria and Iraq. Analyzed and disseminated critical civil information to the Commanding General, Deputy Commander, and staff in order to synchronize efforts across coalition and interagency colleagues. Developed interagency partnerships with the US Department of State, the US Agency for International Development (USAID), the Office of Foreign Disaster Assistance (OFDA), and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA). Represented civil considerations during military planning for the liberation of Fallujah and Mosul, Iraq and areas of Northern Syria. Prevented the inadvertent targeting of humanitarian actors by supervising the process to deconflict kinetic strikes from humanitarian missions. Awarded Joint Service Commendation Medal for meritorious service.

Responsible for managing the security program for offices in Southern California, Hawaii, Guam, and Saipan. Managed the installation of eight security system projects valued at $1.4M. Each project focused on electronic security systems (access control, intrusion detection, and the video surveillance systems), facility lock and key plan, and contract guard requirements. These projects included: • Developing formal scopes of work (SOW) in order to remove ambiguity and provide all interested parties with the technical requirements necessary to complete the project. • Reviewing and commenting on various stages of architectural drawings to ensure the security systems met or exceeded USCIS and Interagency Security Committee (ISC) standards, met the specifications laid out in the scope of work, and previous comments were incorporated into each stage of the construction drawings. • Conducting testing and acceptance in order to ensure the electronic security systems functioned properly and identified any discrepancies with the security systems. • Represented USCIS to the General Services Administration (GSA) and other external organizations (security integrators, general contractors, and electricians) ensuring that the security needs of each project were met. Conducted an analysis of contract guard services for 26 offices in the Western Region of USCIS. This analysis aimed at right sizing the contract guard services and resulted in approximately $248K in savings. Completed sixteen separate security reviews to ensure security programs were in compliance with Agency regulations. Awarded certificate of appreciation in Sep 2013 and Apr 2014 for helping coordinate emergency management exercises. Awarded with a time off award in Jun 2014 for contributions to the regional security program.

Commanded the largest Light Armored Reconnaissance (LAR) Battalion in the Marine Corps (over 1,200 personnel) consisting of seven smaller divisions geographically spread throughout the United States. Directed subordinate commanders in the conduct and evaluation of training to meet essential tasks and supervised all administrative issues. Supervised the development of a Campaign Plan that set forth training objectives for three years. Developed a formal evaluation plan for subordinate units, ensuring everyone was evaluated twice a year on essential tasks; these evaluations allowed an objective review of each division’s strengths and weaknesses and provided criteria for a review of subordinate units to the Commanding General. Developed a plan to ensure each Light Armored Vehicle (LAV) crew qualified each year; this resulted in a 210% increase of ready crews in the Battalion. Established a mobile training team to train Fire Support Teams in the use of supporting arms (aircraft, artillery, and mortars); this mobile training team increased the ability of the Battalion to use supporting arms by 45%. Led planning and execution of a two-week exercise with 1,047 personnel and 211 combat vehicles in Fort Irwin, CA; this exercise was the culminating event of two years of training and the largest exercise the Battalion had conducted in five years. Led two separate, two week exercises of over 500 Marines and Sailors in live fire and maneuver training in Boise, ID and Camp Pendleton, CA. Awarded a Meritorious Service Medal for long term planning efforts and management of such a large and geographically dispersed unit.

Led all start-up efforts; directed all aspects of operations, sales, and marketing functions. Developed a new territory in northern San Diego County. Established sales appointments to demonstrate expertise for improving technology education. Reviewed clients’ needs to determine what services would best suit them. Composed proposals. Interviewed, hired, and trained teachers in the Computer Explorers methodology and curriculum, ensuring they had the resources needed to properly teach students. Performed in-depth analysis for natural resource conservation programs on over 30 different initiatives. Facilitated communication between resource managers and military leaders on several projects to develop management strategies.

Led various-sized units, from 30 to 1,300 individuals. Oversaw training, long-term planning, personnel evaluation, leadership development, and overall unit performance. Improved weapons and equipment readiness rating from 81% to 96% in four months, 11% above standard and the highest of the battalion’s five accounts.
