Welcome to my profile! I spent 14 years as a civil service leader, acquisition professional, project manager and accredited United States (U.S.) Diplomat with the U.S. Department of Defense (DoD). This decade of experience was focused on providing strategic and tactical level management and support for the DoD’s international nonproliferation efforts to counter the threat posed by the full spectrum of weapons of mass destruction (WMD). Very cool, right? I was very thankful to be a part of very important mission with a global impact. At my core, I am driven by the belief that employees are the backbone of every company or organization. This belief system has developed a strong internal passion for teamwork, leadership, collaborative decision making, data-analytics, business process improvement and organizational effectiveness. Regardless of the project or activity, my general nature is to ask the question, "can we do this better?" With my belief system serving as my foundation, I am able to leverage my experience and skills in bilateral/multi-lateral cooperation, stakeholder engagement, client relations, business development, operations management, leading multidisciplinary teams, process improvement and project management, to help organizations reach their full potential, and exceed their goals.

I served as the Chief of the Defense Threat Reduction Agency's (DTRA) Regional Cooperative Engagement Office (RCEO), located at the U.S. Embassy in Pretoria, South Africa. In this capacity I directly support DTRA's objectives in south, east and central Africa, by working together with interagency partners, U.S. Africa Command, international organizations and partner nations governments to counter the threats posed by the full spectrum of weapons of mass destruction. • Advised foreign government partners and continental unions (i.e. African Union) on WMD-related events, emerging transnational threats, law enforcement strategies, military capabilities/gaps, global health security matters and other nonproliferation security issues to aid them in identifying, mitigating and countering the WMD threats in their areas of responsibility. • Facilitated connectivity between DTRA Programs and the U.S. Embassy Country Teams, to ensure effective communication, coordination and alignment of DTRA’s threat reduction activities with the objectives identified in the Embassies’ Integrated Country Strategies.• Served as DTRA’s Senior Official on the Interagency COVID-19 Task Forces in Kenya, Cameroon, South Africa and Ethiopia; significantly improved the coordination of several COVID-19 support request, and resulted in the Biological Threat Reduction Program’s (BTRP) execution of $19M USD in COVID-19 technical assistance. • In Nov 2019, served as senior DTRA official at the US/South African bilateral defense conference; resulted in BTRP establishing requirements for the first engagement with the South African Military Health Services in the areas of biosurveillance and biosecurity -- satisfying an AFRICOM request for increased DoD cooperation with the South African Military.

International Project Manager - DTRA Biological Threat Reduction Program (BTRP).In this role I was responsible for planning, leading, managing and coordinating the integration and implementation of capacity-building activities performed by contractors, U.S. Government agencies, and international organizaitons working in the Former Soviet Union (Armenia) and Africa (Uganda & Ethiopia) to enhance their national and regional-level capability and capacity to secure, detect, diagnose, report and surveil dangerous pathogens. Accomplishments: • As the Senior project manager, led efforts with laboratory leadership and facility operations staff to develop and implement new facility maintenance plans that incorporated preventive maintenance, critical asset monitoring and enhanced technical training for staff; resulted in fewer user errors in operation of equipment, reduced critical equipment downtimes, and improved reliability and life of laboratory equipment donated by the United States. • Developed and implemented multi-year program plans and budgets for the BTRP’s capacity building programs in Armenia, Uganda and Ethiopia; resulted in construction of 11 state-of-the-art biocontainment laboratories with enhanced capacity to detect and respond to disease outbreaks of international concern. • Utilized earned value management principals, program evaluation metrics, and performance incentives to meet/exceed cost, schedule and performance objectives on contracts and interagency orders with a combined value of $89M USD. • Organized, developed and led cross-functional multidisciplinary teams consisting of engineers, technical experts and data analyst to develop and implement new standard operating procedures at national reference laboratories in Armenia and Uganda; resulted in the optimization of laboratory workflows, reduction of safety and security incidents, and increased laboratory testing throughput by 40%.
