I am available to assist multilateral lending institutions with respect to their own credit ratings and those of new financial instruments they seek to develop. I can also assist with presentations to credit rating agencies and the broader public.

Principal analyst (at one time or another) for the International Bank for Reconstruction and Development, the European Investment Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the Inter-American Development Bank, the Islamic Development Bank, and other multilateral lending institutions; was editor of S&P's "Supranational Report" (2002-2011); was liaison between the Sovereign Ratings Group and the Structured Finance and Infrastructure Finance Groups on transactions seeking ratings above the sovereign foreign currency rating (1998-2002).

Contributed to internal sovereign rating and country limit decisions; acted as a resource for private placement investors for selected transactions.

Relationship officer for (at various times) Turkey, Oman, Saudi Arabia, Iraq, Egypt, Kuwait, Libya, Sudan, and other Middle East countries; acted as initial rating advisor to the governments of Oman and Slovenia; and co-arranged with the International Finance Corporation numerous transactions with Turkish banks .

Had country responsibility for the U.K., Germany, Ireland, Sweden; was responsible for balance of payments analysis.

Had a variety of assignments, including staff assistant to the Undersecretary of the Treasury; Deputy Manager, Foreign Portfolio Investment Project; deputy to Treasury's chief balance of payments analyst; and country desk officer for Canada, Australia, and New Zealand.
