During my PhD, I focused on enhancing traditional flood risk assessments and economic appraisal methods by integrating the dynamic decision-making processes of various stakeholders, including governments, households, and insurance markets, within a flood risk management framework. My dissertation first addresses the limitations of traditional cost-benefit approaches in evaluating flood adaptation measures, emphasizing the importance of spatially explicit analysis at the micro-scale level. Through the development of a building-level cost-benefit analysis (CBA), my first paper identifies optimal mixes of adaptation measures tailored to specific flood zones, demonstrating significantly improved economic efficiency compared to aggregated approaches.Furthermore, the second paper introduces a comparative economic evaluation method that integrates adaptation pathways to address the temporal inflexibility of traditional CBAs. By allowing flexibility in adaptation strategies over time, adaptation pathways demonstrate higher economic efficiency, particularly in scenarios with uncertain future conditions such as sea level rise. The final two papers extends beyond governmental decision-making to incorporate individual household decisions and insurance market reforms, using agent-based modeling to simulate behavior and assess the impact of policy changes. By highlighting the effectiveness of various interventions, such as risk-based premiums and affordable loan structures, the papers provides valuable insights for policymakers and stakeholders aiming to enhance flood risk management strategies.
