These services include, but are not limited to: tracking and providing guidance on the environmental analysis, agency consultation, public involvement and preparation of environmental documents in accordance with NEPA and FAA requirements. Assists in the preparation of Federal Register notices, records of approval, and other documents.Applies experience and advanced technical knowledge to accomplish assignments and to develop plans and techniques to improve programs and policies; and integrating and implementing solutions to diverse, complex problems while considering the objectives of the major subdivision of the LOB/SOB. Participates in national teams to review and revise current policy and guidance. Provides specialized technical services related to Airport Noise Compatibility Studies prepared pursuant to 14 CFR Part 150, and Notice of Approval of Airport Noise and Access Restrictions prepared pursuant to 14 CFR Part 161. Provides technical input and guidance to Planners, Engineers, and airport sponsors in the development of Airport Capital Improvement Plans and Master Plans to ensure compliance with NEPA and other environmental laws. Provides technical input and guidance to Part 139 inspectors and other LOBs to minimize environmental impacts while promoting airport/aviation safety. Reviews and approves scopes of work, payment requests, grant applications and related project documents. Determines eligibility of work on projects involving environmental studies or assessments. Reviews and prepares correspondence including Congressional correspondence, briefing papers, and approval letters.

Present technical information regarding environmental compliance and conservation issues to high level stakeholders such as senior management of federal agencies, the public, or private entities. Provide technical guidance and quality assurance on environmental analysis. Write technical memorandums, information papers, reports, NEPA documentation and other project documentation. Prepare contracting plans and manage contracting teams during the development of NEPA documents and environmental permits. Developing, recommending, and implementing mitigation measures acceptable to Army standards with state and federal regulators. Coordinate public open houses, meetings, notices, and comment periods with the Public Affairs Office to fully meet NEPA requirements for public involvement. Arrange and provide formal training for garrison, mission, tenant, and contractor personnel as necessary to assure quality NEPA compliance.
