Serve as the Environmental Protection Specialist for the, Alaska Region, Airports Division, Northern Region to perform the following: Provide specialized technical services to ensure compliance with NEPA and other federal environmental laws for airport development and planning projects as the key technical point of contact. These services include, but are not limited to: tracking and providing guidance on the environmental analysis, agency consultation, public involvement and preparation of environmental documents in accordance with NEPA and FAA requirements. Assists in the preparation of Federal Register notices, records of approval, and other documents.Applies experience and advanced technical knowledge to accomplish assignments and to develop plans and techniques to improve programs and policies; and integrating and implementing solutions to diverse, complex problems while considering the objectives of the major subdivision of the LOB/SOB. Participates in national teams to review and revise current policy and guidance. Provides specialized technical services related to Airport Noise Compatibility Studies prepared pursuant to 14 CFR Part 150, and Notice of Approval of Airport Noise and Access Restrictions prepared pursuant to 14 CFR Part 161. Provides technical input and guidance to Planners, Engineers, and airport sponsors in the development of Airport Capital Improvement Plans and Master Plans to ensure compliance with NEPA and other environmental laws. Provides technical input and guidance to Part 139 inspectors and other LOBs to minimize environmental impacts while promoting airport/aviation safety. Reviews and approves scopes of work, payment requests, grant applications and related project documents. Determines eligibility of work on projects involving environmental studies or assessments. Reviews and prepares correspondence including Congressional correspondence, briefing papers, and approval letters.

Serve as the NEPA Program Manager for USAG Alaska - Fort Wainwright to perform major work efforts in support of the NEPA Program, to include: Serve as the primary POC for administering the planning, design, execution, compliance, and monitoring of the NEPA Program and ensure installation compliance with NEPA, 40 CFR Chapter V, and 32 CFR Part 651 regarding the preparation and dissemination of NEPA documents and legally defensible administrative records. Serve as the primary contact and the installation Environmental Coordinator for technical guidance on NEPA requirements and environmental input during all phases of installation actions (to include planning and design charrettes). Advise project proponents on NEPA budget projections, overall statue requirements, and necessary baseline or special environmental studies. Communicate effectively as a team lead to coordinate and resolve environmental permitting or coordination requirements for proposed actions within the installation and with state and federal regulators. Present technical information regarding environmental compliance and conservation issues to high level stakeholders such as senior management of federal agencies, the public, or private entities. Provide technical guidance and quality assurance on environmental analysis. Write technical memorandums, information papers, reports, NEPA documentation and other project documentation. Prepare contracting plans and manage contracting teams during the development of NEPA documents and environmental permits. Developing, recommending, and implementing mitigation measures acceptable to Army standards with state and federal regulators. Coordinate public open houses, meetings, notices, and comment periods with the Public Affairs Office to fully meet NEPA requirements for public involvement. Arrange and provide formal training for garrison, mission, tenant, and contractor personnel as necessary to assure quality NEPA compliance.

Manages the environmental process on an individual project level basis to include: • Writing and/or providing consultant management for the development of NEPA documents,• Conducting field and database resource surveys,• Acquiring necessary environmental permits, • Supporting environmental program management, and • Assisting the Regional Environmental Manager on policy level projects and efforts.

Perform duties in support of the NEPA Program to: • Conduct NEPA reviews on Army actions,• Prepare NEPA documentation,• Manage NEPA tenant and stakeholder outreach material, • Create a NEPA document library,• Coordinate project development with agencies, • Write the Garrison Environmental Handbook,• Update environmental management plans,• Write SOPs/BMPs, and• Assisting the Regional Environmental Manager on policy level projects and efforts.

Perform duties in support of Section 106 surveys by: • Managing archaeological data,• Preparing annual reports,• Conduct field surveys, • Digitizing maps and profiles, and• Developing public outreach material.
