Experienced health economist with over 18 years of professional experience in health systems strengthening, health financing, and evaluation and implementation research. Leads R4D’s portfolio on Sustainable and Equitable Health Financing, with a PhD and MPH in International Health from The Johns Hopkins University.Dr. Hatt currently oversees two strategic health purchasing projects in Indonesia, serves as a senior health financing advisor on two USAID-funded global programs, and oversees R4D’s work in the Primary Health Care Performance Initiative (PHCPI). Previously, Dr. Hatt was the Health Finance Lead for the $200 million USAID Health Finance and Governance (HFG) project at Abt Associates, overseeing a program of technical assistance in over 25 countries that includes strengthening financial protection systems, increasing domestic resource mobilization for health, strategic purchasing reforms, and economic analyses. She oversaw an implementation research initiative in Indonesia from 2015-2017 exploring the roll-out of national health financing reforms and led a rapid assessment of Indonesia’s health system in the context of those reforms. Dr. Hatt authored the 2015 seminal review of the Impact of Health Systems Strengthening on Health and has evaluated numerous health finance programs using both qualitative and quantitative methods. She has published peer-reviewed articles on topics including vouchers, health insurance, and maternal and child health.
