Managed a large-scale, Economic and Social Research Council-funded research project on accountability of global climate change governance. The work involved refining the framework for measuring accountability of global organizations, designing discussion guides, conducting depth interviews with senior officials in DFID, the World Bank, WHO, WTO and the Ghanaian government, analyzing findings, producing publishable reports and disseminating findings at conferences.

Through a case study methodology complemented by depth interviews, analysed the conditions under which payment-by-results works best and the tools commissioners need to make it work effectively. Produced a high quality report launched by the Minister for the Cabinet Office, Sir Francis Maude MP, and well-received within policy circles.

My role involved delivering large research projects on public service reform, under the guidance of steering groups consisting of Commissioners and other experts, to inform the Commission's recommendations.
