• Facilitate the efficient operation and implementation of the Planning Act 2016 and Planning Regulation 2017• Interpret and apply State codes, regional plans and planning schemes in assessing development applications for state interests across Qld• Lead the Plan-making Network (PMN) group to facilitate best practice plan making across Qld• Coordinate whole-of-government input into new planning schemes and scheme amendments • Provide high level advice on planning legislation, policy, and development assessment matters to a range of stakeholders • Prepare correspondence, briefing notes and reports on complex and politically sensitive issues to senior/executive management and Minister• Develop positive relationships and professional networks with key stakeholders across Qld• Coach/mentor subordinate staff and allocate team workloads • Participate in interview panels and recruitment of new staff

• Project manage a range of complex development applications • Analyze and negotiate with internal and external stakeholders to resolve critical issues/conflicts on development projects• Prepare reports and briefings to Council and senior/executive management• Exercise delegatory authority on deciding development applications• Facilitate prelodgement meetings with developers and consultants• Review and comment on proposed planning scheme amendments • Design and deliver training packages to internal staff• Coach and mentor subordinate staff

• Manage a team of development assessment staff and administration support officers• Exercise delegatory authority on a range of complex and politically sensitive development applications• Initiate and lead internal business improvement strategies• Participate in high level meetings and briefing sessions with senior/executive level management and elected officials • Lead negotiations with key stakeholders • Represent council in appeal hearings at the Development Tribunal• Review role descriptions, undertake recruitment and selection of staff• Monitor workloads across the team and redistribute projects as required • Develop and implement strategies to foster a positive team culture

• Prepare and deliver weekly lectures, coursework and tutorials on Planning and Environmental Law (ENP211)• Set assignments and exams, including marking and distribution of comments/feedback to students• Provide input into overall course curriculum to improve industry relevance

• Project manage a range of development projects across Qld• Set project plans, budgets and timeframes for development proposals• Prepare project feasibility reports and fee proposals for clients • Coordinate external consultants to prepare technical reports, drawings and documentation required for lodgement of development applications• Negotiate with local and state government agencies to resolve key issues arising during the development assessment process• Coordinate development approval conditions on subdivision approvals to enable plan sealing and lot registration• Supervise, train and mentor junior staff members

• Draft local plans and other statutory planning scheme provisions • Prepare briefs and coordinate external consultants to prepare background studies and discussion papers to inform new planning policy • Prepare community consultation materials e.g. newsletters and brochures• Facilitate public meetings and workshops on new planning policy and scheme amendments• Review and respond to public submissions and enquiries• Participate in individual meetings with landowners negatively affected by proposed planning scheme amendments (e.g. land acquisition)• Coordinate strategic advice on development applications, including negotiation and resolution of conflicts across Council policy teams

Review State interests in planning schemes and development assessment, training and assistance to local governments across Queensland, new planning legislation, Ministerial correspondence and briefings.
