• Led and supervised over 90 personnel at the largest public health laboratory in the Department of Defense; responsible for a $9 M budget and $11.4 M of scientific instrumentation. • Provided analytical testing for environmental and industrial hygiene samples that are used to evaluate occupational and environmental health hazards for Soldiers and civilians worldwide.• Ensured timely laboratory analysis for domestic and global contingency operations.• Served as the Command's technical lead for the construction of a $250 M state-of-the-art laboratory from the 30% design phase to contract award.• Maintained liaison and coordinated the transfer of expertise to a deployable field laboratory. • Ensured compliance with applicable safety, security, and environmental regulations as well as accreditation with 7 national and state programs including ISO 17025.

• Responsible for leading and managing a highly skilled workforce of military, civilian and contractor personnel at the Department of Defense’s lead laboratory for medical chemical defense.• Supervised four military officer branch chiefs and four high ranking civilian program advisors.• Responsible for resource leveling of funding, personnel, and equipment to accomplish the mission.• Assured the quality of division information products such as funding proposals, scientific abstracts, publications, and patents that are utilized by advanced developers to ultimately procure novel medical products to protect the Warfighter against highly lethal and incapacitating chemical warfare agents.• Responsible for compliance with applicable safety, surety, security, and other federal regulations.

• Responsible for the development, implementation, configuration, and sustainment of commercial-off-the-shelf (COTS) information technology solutions to support worldwide USAMRMC medical research needs; provided oversight for a $7 M budget.• MeRITS is comprised of three systems: (1) Livelink to support command knowledge management needs, electronic submissions to the U.S. Food and Drug Administration (FDA), and compliance with 21 CFR Part 11. (2) InForm Integrated Trial Management to support electronic data capture for worldwide clinical trials. (3) EmpiricaTrace to meet stringent FDA reporting requirements for all Serious Adverse Events that occur during the conduct of USAMRMC clinical trials.• Served as a Contracting Officer Representative (COR) for $2.3M in Congressionally-directed contracts to include work in Tanzania; provided oversight for 17 contractor personnel.

• Responsible for the creation and operation of a 2,000 square foot laboratory dedicated to carrying out studies in compliance with Good Laboratory Practices per 21 CFR Part 58.• Supported the development of FDA approved drugs and biological products for the military.• Responsible for overall management, documentation, development of Institute SOPs, calibration of instrumentation, data collection, preparation of reports, and data archival.• Served as Responsible Official for the WRAIR to ensure compliance with 42 CFR Part 73 and to satisfy U.S. Centers for Disease Control and Prevention reporting requirements pertaining to Select Agents and Toxins.• Supervised three employees; responsible for a $400 K budget.
