About Leo Burns

I have been fortunate to have a broad and deep HR career thanks to the support from my family, co-workers, coaches, managers, teachers, and others that have helped along the way. I am currently with the City of Chicago, where I oversee compensation, test development, and administration, and serve on the Benefits Committee. I also manage aspects of the Budget and HRIS and work on various HR issues such as diversity, performance metrics, employee reviews, and HRIS. Working for the City of Chicago has been and continues to be rewarding from both a personal and career perspective. It is rewarding to contribute to vital services such as community support, education, health, emergency response, and water safety. From a career perspective working for the City has enhanced my experience and knowledge in labor relations, entry and promotional exam development, benefits, diversity, utilizing limited resources more effectively, and developing low or no-cost alternatives. In the Private sector where I spent most of my time, I am an expert in the design and administration of compensation areas such as executive compensation, sales, production incentive plans, job evaluations, and salary planning. While leading the Compensation function, I led the HRIS team and, at various times, led EEO, worked with the OFCCP on audits and managed employee relations.In both the private and public sectors, I have experience with benefits and recruiting.

Re-established relations with many of the top cities to share information, maintain ties with cities from other countries such as China and South Africa. Serving as a leader in test development for various Police and Fire promotional exams. On a side note had the opportunity to participate in a firefighting activity, which included climbing stairs with equipment, pulling down ceilings, handling fire hoses at full force. I also received an excellent tour of the water pumping and purification process. The City supplies water to approximately 40% of the residents of Illinois.

    I reported to the Director, and worked closely with the Stock Option office, as well as with executives at Sears, Roebuck, and the subsidiaries such as Allstate, Coldwell Banker, Dean Witter Reynolds and their subsidiary of Sears Consumer Financial Services that included companies such as Discover Financial Services, and Sears Payment Systems. Main functions included the coordination with all of the companies in order to prepare for the Compensation Committee, managing the equity process, and payment of long-term cash feature. In addition was a key player in developing a more unified long-term compensation plan that would cover all of the business units. This effort involved working with a major consultant and leaders of each of the business units. The new plan was developed, approved, and implemented in a little over a year's time. Other projects included pay analysis for the pension arm of Sears (internally managed portion of pension funds), studies of corporate aviation departments at other large companies, development of an incentive plan for mid-level executives within the parent / holding company. Work also included systems support.Left Sears to join the Sears Consumer Financial Services Group to broaden HR experience in areas such as Employee Relations, EEO / OFCCP audits, etc.
