    Len was responsible for implementing the state's enterprise Office 365 Program Office and led the state's efforts to implement an enterprise Office 365 tenant, in addition, he was also responsible for overseeing the state's enterprise messaging service, which provides email, managed file transport and collaboration solutions to Executive Branch agencies and staff. His achievements at the state included: ► Implemented "eDiscovery as a Service," providing state agencies with a centralized service supporting discovery needs associated with litigation matters, administrative needs, investigations, as well as Freedom of Information requests involving email. This service has reduced the average wait time from many months down to days. Len frequently works with agency legal directors and staff on matters related to eDiscovery and has been called upon to testify in court on the state's eDiscovery practices related to messaging.► Partnered with the Office of the Attorney General to help develop and implement uniform standards for the process by which state agencies handle eDiscovery needs.► Led the migration of the state's enterprise messaging platform from Exchange 2007 to Exchange 2013, which included moving 63,000 accounts, 60 agencies, 300 Tb of data and over 700M records in four short months, with no disruption to agency operations. As part of this effort, Len and his team were able to reducing the cost to deliver messaging services by 50%. ► Served in the capacity of Agency CIO for the Department of Children and Families, the Department of Banking and the Worker's Compensation Commission.

    As Principle Consultant and founder of PreciseMind, Len provided his clients with information system architecture consulting, technology support and project management. ► He was engaged to act as the Technology Implementation Manager for the initial implementation of the State of Connecticut’s Offender-based Tracking System (OBTS), part of the state’s Criminal Justice Information System (CJIS). In this capacity, he managed the implementation and delivery of a UNIX-based multi-tier architecture involving J2EE, Java Messaging (JMS), IBM WebSphereMQ, Oracle Forms, Reports and Discoverer as well as an Oracle 8i database. Included in this implementation was the design and implementation of the WebSphereMQ messaging infrastructure and the co-design and implementation of the OBTS' Transformation Engine, which ensures OBTS-required XML-compliancy for legacy state CJIS applications, such as CRMVS.► Len was also engaged by the State of Connecticut’s Department of Children and Families to develop and recommend a strategic information systems architecture that provides a new foundation for the future development of agency enterprise-class applications, most specifically to facilitate the eventual transformation of their existing SACWIS application (LINK). The result of this engagement was the development of the agency's strategic architecture, that provided guidance for the development of future enterprise applications at DCF.

    Len was co-founder, President, and Director of System Dynamix Corporation, a Connecticut-based information systems consultancy serving an international clientele. ► His leadership was instrumental in contributing to the outstanding growth of this company, from a small start-up in 1994 to a highly-regarded professional services consultancy with revenues reaching $10M in 2001.► In addition to his executive role, Len provided consulting services to an array of key clients, providing management consulting and information system architecture advice for clients such GBT, CIGNA, The Travelers, Gibbons, Plc, Bermuda as well as the States of Connecticut and New York, among others. ► He was the principal architect of Connecticut's Offender-Based Tracking System (OBTS) a multi-agency information sharing system, part of that state’s then $24M integrated Criminal Justice Information System (CJIS) initiative. This "on-demand" CIO role was considered a valuable service by these institutions during a time of increasing competitive pressure.

As a result, the mail unit had no processing backlog on four of five workdays without any increase in staff. This unit was responsible for processing over two million claims annually.► Developed enhanced performance and forecasting metrics that permitted improved planning and forecasting of claim volumes and processing performance.► Responsible for planning and overseeing the relocation of a key claim office to a new location. This included designing and overseeing the build-out of the new facility, computer and telecommunications infrastructure, customer communications and related activities.► Designed and develped a prototype online management system that streamlined performance oversight and provided office management with daily access to performance and quality metrics. This was a significant improvement over the prior model, which reported metrics twice monthly.► Worked with the local school system to propose and implement a work study program with the local high school to provide students with intern opportunities for exposure to the corporate workplace. This resulted in a successful work-study experience for a number of seniors.► Managed a staff of up to 200.► Responsible for overseeing analysis into claims that involve significant costs or high volumes of claim data, such as claims involving to chronic illnesses or traumatic injuries.
