Responsible for leading, managing, and developing advanced technology solutions for the Intelligence Community. I collaborate with all the Portfolio Leads and CTOs at MORSE Corp to use asymmetric and unconventional approaches to deploy practical solutions that solve difficult multi-disciplinary problems faced by the IC.

Responsible for leading, managing, and developing the biometrics and identity intelligence R&D portfolio at IARPA, a component of the Office of the Director of National Intelligence (ODNI). Program manager for multi-million-dollar research efforts involving multiple teams that aim to push the scientific state of the art and develop advanced capabilities and technologies for the IC and USG. Conceptualized, constructed, and defined multi-disciplinary programs from the ground up to address critical national security S&T needs through trailblazing and transformational cutting-edge R&D. Experience leading complex field data collection efforts to support RDT&E needs, including Institutional Review Board governed Human Subjects Research.Cultivated relationships with partner agencies across USG to improve transition and mission impact of R&D program outcomes. Transitioned advanced capabilities and technologies to over a dozen IC and DoD agencies. Led complex source selection efforts to include technical, contractual, and logistical factors across its entire lifecycle (concept, BAA, review, contract award). Served as technical subject matter expert to agencies across the IC on R&D, testing, and biometric topics. Served as a Government proposal reviewer for multiple agencies on a range of S&T solicitations. Provided expert analysis and input to IARPA leadership on pending congressional legislation pertaining to biometrics. Customer: ODNI / IARPALead technical SETA supporting the coordination, execution, and transition of the Janus Program. Directly support managing multiple R&D and T&E teams to advance facial recognition of unconstrained image sources. SmalleyPh.D. Thesis: Macroscopic Neat Single-Walled Carbon Nanotube FibersDesigned, built, and utilized a custom polymer melt mixer/extruder to successfully produce the first single-walled carbon nanotube fibers without any surfactant or polymer support. The apparatus involved the coordination of temperature, melt pressure, vacuum, hydraulics, and optical components for the full characterization and control of all aspects of fiber production.Prepared and studied liquid samples of carbon nanotubes in strong acids via rheometry and optical microscopy. Analysis included sample phase behavior and general viscosity studies. Sample preparation also involved purification of carbon nanotube material and handling of hygroscopic, highly corrosive materials.M.S. Thesis: Strength Characterization of Suspended Single-walled Carbon Nanotube RopesInvestigated the strain-to-failure behavior of suspended carbon nanotubes via force mode atomic force microscopy. This analysis produced the first experimental lower bound value on the strain-to-failure and tensile strength of individual single wall carbon nanotubes.
