Theory of PracticeMr. Hookano believes that the law does not have to be as adversarial. The parties to a dispute would best be served by resolving their differences outside of court so that everyone can walk away satisfied.Early YearsMr. Hookano was born and raised in Honolulu, Hawaii. He attended the Kamehameha Schools and received is B.A. in Psychology from Loyola Marymount University, Los Angeles. After graduating, Mr. Hookano returned to Hawaii to further his education, earning a masters in public administration from the University of Hawaii and his law degree from the William S. Richardson School of Law.Legal CareerMr. Hookano served as the legal specialist to the Office of the County Clerk on Hawaii Island. While there he advised the clerk and members of the Hawaii County Council on their legal rights and responsibilities. He also served as attorney to the Charter Commission which convenes once every ten years. Mr. Hookano has served as an administrator for the Hawaii State Bar Association, organizing seminars and community programs for Hawaii's attorneys. He has served as a liaison to the board of directors for the Hawaii County Bar Association, the Chair of the HSBA Government Lawyers Section, and as President of the HSBA Young Lawyers Division.Currently, Mr. Hookano serves as the Chief of Client Services for the 25th Infantry Division at Schofield Barracks. He oversees the claims office, legal assistance office, and special victims' counsel program. His office was awarded the Chief of Staff of the Army award for Excellence in Legal Assistance in 2020 and 2021.Military CareerIn 2009, Mr. Hookano commissioned as a First Lieutenant in the Hawaii Army National Guard, Judge Advocate General's Corps. He graduated from the Judge Advocate Officer Basic Course on the Commandant's List and was assigned to the 29th Infantry Brigade as an operational law attorney. He has served on active duty with the 25th Infantry Division, assisting more than 500 Soldiers and dependents with their legal matters. Mr. Hookano has served as the acting State SJA for the Hawaii National Guard and as a defense attorney for the HIARNG, providing counsel to Soldiers facing adverse administrative actions. Most recently he was personally selected to completely rewrite the State's code of military justice, which was last updated in 1985.
