Lead Hr Specialist (Recruitment)

• Develop relationships with leadership team & hiring managers• Create appropriate position descriptions for vacancies• Responsible for recruitment support for multiple divisions including, Systems & Technology (CIO), Data, Assessments, and Research (DAR), Office of Operations (COO), Division of Student Transportation (OSSE DOT), and Teaching and Learning (TAL)• Collaborate with Office of Chief Financial Officer, Office of City Administrator, and divisional leadership to secure appropriate funding for vacancies• Sourcing of passive candidates for hard to fill and/or executive vacancies using low-cost innovative strategies• Collaborate with hiring teams throughout the interview process to develop and administer interview questions and exercises• Recommend appropriate salary based on trend analysis and handle salary negotiations• Oversee candidate pre-employment (background checks, drug & alcohol screenings, and other requirements)• Create and maintain pipeline for common vacancies• Develop partnerships with universities and technical programs for sourcing applicants• Facilitate new employee orientation• Process salary increase requests & management changes• Recommend and attend networking and hiring events in the DC area• Develop training materials for recruitment process for both recruiters and hiring managers
