About Sam L.
I have been involved in public safety since 1990. I began my journey in the field of public safety as an Explorer with the L.A. County Sheriff’s Department. I worked as a security officer at residential and commercial complexes, and L.A. County USC Medical Center while taking Administration of Justice courses at Rio Hondo College. I am fluent in Chinese Mandarin. I began my career as a police officer at Alhambra PD in 1995. I performed duties as a patrol officer, Training/Personnel Officer, Background Investigator, Impact Weapons Instructor, Explorer Advisor, and a member of the Critical Incident Response Team. As the Training/Personnel Officer, I managed the hiring process for police department sworn and non-sworn applicants. Managed the physical agility testing for sworn applicants. Interviewed applicants and managed the polygraph exam process with the examiner. Conducted background investigations of applicants. Processed applicants for the medical and psychological examinations. Managed the Pre-Academy to prepare recruits for the police academy. Managed recruits at the police academy and worked with the academy staff.I managed the department’s training program and the equipment issued to employees. Ensured sworn and non-sworn personnel were in compliance with required training. Managed department wide in-service trainings. I maintained the issuance and inventory of department equipment, such as uniforms, firearms, body armor, safety equipment, etc. Evaluated and purchased equipment for personnel. I lateraled to West Covina Police Department in 2005 where I am currently employed. I performed duties as a patrol officer, Robbery Detective, Explorer Advisor, Robotics Operator, and Impact Weapons Instructor. I am currently a Command Post Operator, MET Officer (Mental Evaluation Team) and a HOPE Officer (Homeless Outreach and Park Enforcement). I conduct outreach with local homeless and offer assistance. I network, coordinate, and work with several organizations to solve homeless issues. I assisted in implementation of department Homeless Liaison Officer program and a full-time substance abuse program to work with PD. I was elected and served on the Board of the West Covina Police Officers Association.During my career as a police officer, I received several commendations from public contacts and from supervisors. I received three Life Saving Awards during my career. I received the Community Service Award in 2021. I recently retired from West Covina Police Department after almost 29 years of service.
