Serve as the Command’s principal adviser on Antiterrorism for the largest command in the US Army Reserve (i.e. 39,000 Soldiers, 4 Regions, 35 States, and 475 Units) Awarded the US Army Reserve Command Antiterrorism Program Manager of the Year. Our facility antiterrorism vulnerability assessment process (i.e. active shooter response) has been the standard throughout the Army Reserve. Completed 7 vulnerability assessments, and 2 special event vulnerability assessments. Obtained from the Army Reserve Command an additional $150,000 of antiterrorism funds. Oversees and directs the 377th Theater Sustainment Commands Continuity of Operations (COOP) and Emergency Operations program to ensure the command's capability to continue their mission under all conditions. Collects and analyzes the physical security requirements from the subordinate commands for the security of personnel, critical facilities, classified information, equipment, and other mission essential/vulnerable activities (MEVA), high risk targets (HRT), and restricted areas. Reviews and prioritizes requirements and programs funds for physical security equipment (QPSM) Management Decision Packages (MDEPs. Reviews scope of work and solicitations for security related contract services and contracts. Demonstrates resourcefulness while I spent over 120 hours in developing an $185,000 closed circuit television security system upgrade proposal. Identifies necessary short falls to include 24 hour security monitor capability requirements. Displays a strong ability to analyze a problem by identifying the need for a $70,000 automated key control system. Develops innovative and creates budget solutions to meet the needs of the Command. Responsible for overseeing and managing the G3 Management Decision Packages (i.e. $750,000). Displays an excellent working knowledge of cost accounting fundamentals. Manages and oversees an Antiterrorism and physical security budget of $400,000

Area of responsibility included protection of 11 navigational locks and spillways, 2 satellite sites, 39-armed contractor security officers, and 1300 Corps of Engineer employees. Responsible for protecting over 30,000 square miles of south Louisiana, from Alexandria to the Gulf of Mexico. In response to Hurricanes Katrina and Rita provided on site emergency threat and vulnerability assessments for the Algiers, Harvey, and Inter Harbor Navigational Coastal (located in the New Orleans Metro Area). Assessment was provided to the District Commander, who obtained approval for over $30 million of repairs to the damage navigational water locks. Managed an emergency Federal Emergency Management Agency security guard contract valued $120,000 for the District Headquarters, Algiers, Harvey, and Inter Harbor Navigational Coastal locks located in the New Orleans metro area; which resulted in immediate protection of government and contract employees, resources, and equipment.Physical Security: Conducted original independent research on security and law enforcement projects and staff actions. Planned, organized, coordinated,and monitored progress, and controlled security and law enforcement actions. Provided staff management and supervision over physical security throughout the District area of operation.Developed, designed and administered a comprehensive physical security process for all 11 locks and 4 satellite locations. The Physical Security Plans included, risk, threat, vulnerability assessments, force protection condition measures, security assumptions, and mutual aid agreements with local civilian/military emergency response agencies.Developed a scope of work to purchase an automated security access control system valued at $120,000. This system allowed 100% accountability and detection of covert entry into the District Headquarters building and property. -

Served as the Force Protection Planning Officer by supervising, coordinating advising, collecting, interpreting and providing Force Protection guidance, policies and procedures as related to physical security, combating terrorism, law enforcement operations, information operations, and high risk personnel security for the installations population. Analyzed threat information and threat capability; assess vulnerability to threat attacks; and implement procedures to deter, detect and defend and recover from terrorist threats to include weapons of mass destruction. Established and maintained documented terrorist threat/incident response plans which at minimum reactive plans address the management of the Force Protection Condition System, implementation of all FPCON measures, and requirements for terrorist related reports.As the Chairman of the Fort Stewart Force Protection Working Group, and the Installation Force Protection Officer, devised and managed the commercial vehicle inspection process, and the installation barrier plan. Developed the commercial vehicle inspection process, analyzed, monitored, and evaluated the need to ensure all large commercial vehicles entering Fort Stewart were inspected. Planned, coordinated, and supervised emplacement of over 750 tons of barriers, which resulted in complete installation protection of all Mission Essential Vulnerability Areas, and High Risk Targets located on the Fort Stewart.

The headquarters' Threat and Force Protection Working Group praised for superb relationships established with Department of Defense, US State Department, and Government of Japan Security Officials…instrumental in counterintelligence efforts. Authored a vital cooperation and liaison plan between Office of Special Investigations and Japanese security officials. This plan led the way in bilateral defense planning for all military installations in Japan. Resulting in the 2002 World Cup Soccer coordinate additional military and security support with the Japan Coast Guard, National Police Agency, and Tokyo Metropolitan Police Department.
