Practicing environmental law exclusively and assisting a broad range of private-sector and public-sector clients with issues relating to regulatory compliance, due diligence in real estate transactions, contaminated site cleanup and redevelopment, and the associated financial incentives under a variety of local, state and federal programs.

With the exception of the 14 months described below (while employed with the Florida Legislature), I worked at the FDEP from July 1992 to May 2018. Provided legal counsel for the Bureau of Waste Cleanup, which included the Brownfields Program, the Voluntary Cleanup Tax Credit Program, the Superfund Program, the Drycleaning Solvent Cleanup Program, the Global Risk-Based Corrective Action Cleanup Program, the Department of Defense Cleanup Program, and the Bureau’s Site Investigation Section site assessment activities. Assisted bureau staff and department district staff throughout the state with rule and statutory interpretation and implementation of these programs. Provided extensive support for the Bureau’s rulemaking and legislative initiatives. Negotiated and drafted Voluntary Cleanup Agreements, Brownfield Site Rehabilitation Agreements, and Restrictive Covenants for achieving a Site Rehabilitation Completion Order under Chapters 62-780 and 62-777, F.A.C. Also served as lead Contracts & Grants Attorney during 2015-2017 for all areas of FDEP. Assisted with drafting, negotiating, and implementing agreements and scopes of work for the Department's many state and federal contracts and grants programs including projects related to: Springs, Water Quality, Wastewater Systems, Beach Restoration, Petroleum Cleanup, Waste Cleanup, Solid & Hazardous Waste, Brownfields, Deepwater Horizon, State Parks, and the Water Management Districts.

Served as legal advisor to House members and staff on issues relating to jurisdiction of the Committee on Natural Resources, including environmental regulation and protection and natural resources management. Gained extensive knowledge on the legislative process and the roles of legislators, House and Senate staff, lobbyists, and agency personnel. Provided analysis and legal review of legislation referred to the Committee and drafted proposed legislation, amendments, and bill analyses.
