• Serves as Senior Technical Advisor to the Director, regions, districts, headquarters, and other government agencies for technically complex matters/topics on the OCS, guiding as needed. • Provides comprehensive technical advice and policy recommendations. • Evaluates, analyzes, and integrates basic data/information to identify clear issues and clear trends and draw reasonable, logical conclusions for various oil and gas operational and program challenges. Assessments generally consider external influences such as Industry and regulatory trends and identify critical elements and cascading and unintended effects. • Offshore Energy Safety Institute (OESI) Joint Steering Committee Co-Chair for BSEE • Technical lead and Bureau SME for the development of a Carbon Capture Storage (CCS) cross-agency program and regulatory framework.

The ETB includes three sections include the Best Available and Safest Technology (BAST), the Research Support Section (RSS), and the System Reliability Section (SRS). The ETB identifies and evaluates critical equipment and technology to reduce risk, support safe operations, and promote environmental stewardship on the Outer Continental Shelf (OCS). ETB initiates, supports, and promotes science-based research to fulfill BSEE’s mission

BSEE expert and advisor for well control, well integrity, and alternate drilling designs used on the Offshore Continental Shelf (OCS) for drilling, completion, workover and intervention operations. • Develop appropriate policy and guidance for well control, alternate drilling designs and engineering issues used on the OCS for drilling, completion, workover and intervention operations. • Serve as technical advisor to the regions, districts, headquarters, and other government agencies for technically complex matters/topic including but not limited to research projects, new technologies and/or processes evaluation, and review of failure and incident reports.• BSEE's Liaison to other agencies, work groups, code organizations, classification societies, and standards organizations.• Evaluate and review new technologies and/or processes. • Provide technical support and strategic guidance for oil spill readiness.• Create and execute training for interagency use on various subjects; e.g., barrier management, source control, relief well and kill challenges and operations. • Provide leadership and guidance to HETC on system development and support for new products. Review the initial concepts, designs, development, technical strategy, and government regulations.
