Responsible for the execution of agency-wide quality assurance, compliance, provider monitoring and quality improvement activities that ensure compliance with applicable State (Division of Medical Assistance and the Executive Office of Elder Affairs) and Federal regulations as well as agency policies and procedures. Supervise a team of Auditors and works with other project team members to develop and deliver findings to the agency. Works collaboratively with colleagues in and outside the agency to identify, develop and implement strategies, policies and procedures that address issues relevant to programs as well as execution of quality service delivery and customer service. Serves as agency HIPAA privacy officer.

Oversee all aspects of vendor contracting process and responsible for the qualitative and monitoring aspects of vendor contracts. This entails trouble shooting day-to-day problems, resolving vendor and consumer complaints in collaboration with Department Heads as needed. Oversee and maintain system for complaint tracking. Conduct satisfaction surveys. Complete required on-site provider audits, prepare written summary report with corrective action plan and verify deficiencies have been corrected. Provide consultation and expertise on contractual matters to staff and vendors. Ensure all aspects of vendor contracts are in compliance with state/federal regulations and agency guidelines. Back-up coverage for Quality Assurance and Compliance Director.

Oversee all aspects of vendor contracting. Work collaboratively with sister agencies during procurement process, award contracts according to agency need, negotiate rates in collaboration with Finance department, conduct vendor monitoring activities to ensure compliance with agreement and quality of services provided, report written summary of any deficiencies and issue corrective action plan as needed, follow up to ensure remediation completed. Timely execution of contract amendments for service/rate changes, mergers/acquisitions and termination. Maintain and update all systems related to vendor contract information. Maintain accurate list of provider contacts including rates, services offered and billing CPT codes. Represent agency in State network meetings, act as liaison for all contract related inquiries from internal/external collegues and stakeholders. Assist with training and orientation of new staff and providers, including development of training material. Participate in problem solving, discussions and policy-related issues relative to vendor/program contracts.
