Responsible for the development of plans and programs to address the Kansas City region’s waste reduction and recycling challenges. Nature of work:PLANNING AND MANAGEMENT• Oversee operation of 5 county Solid Waste Management District, including leadership support for a management board, administration of grant program, program implementation, public outreach campaigns, development of plans and research analysis • Convene and support district standing and ad hoc task forces and committees• Oversee financial and program management of the SWMD. The 2019 budget is $1.3 million• Oversee development and implementation of strategic plans and objectives for the SWMDSWMD OUTREACH & TECHNICAL ASSISTANCE• Support district programs and activities to expand waste reduction, reuse, recycling and market development• Lead efforts to raise community awareness about solid waste issues through discussions, presentations, and technical assistance• Integrate solid waste management issues with other environmental issues facing the metropolitan region using sustainability-oriented approaches • Develop and implement education and outreach programs through paid, owned, earned and social media (Facebook, Twitter, Instagram and RecycleSpot.org blog).• Maintain database and content for RecycleSpot.org, which receives over 70,000 unique visits annually LEADERSHIP • Serve as MARC’s lead spokesperson on solid waste, waste reduction and recycling issues• Participate in and provide leadership to statewide legislative, planning and outreach efforts

Providing support to municipalities and counties with waste reduction and solid waste management planning. Conducting strategic studies for private sector waste management companies.SOLID WASTE MANAGEMENT PLANNING (MUNICIPAL):- Managed development of 11 solid waste management plans for local municipalities, as well as federal government: (Fairfax County, VA; Kansas City, MO, Lee’s Summit, MO, Metropolitan Washington Council of Governments; and several Navy Installations and Marine Corps Bases in the Metropolitan Washington Area [e.g., Naval Observatory, Bethesda Naval Medical Center, Navy Yard]). Primary Author/Key Analyst for 7 solid waste management plans developed for municipalities in Washington and Virginia. Planning elements include: community outreach/public hearings, analysis of alternative management options, financial analysis, waste composition/generation studies, conceptual designs/cost estimates, waste reduction assessments, identification of cost-saving, waste collection & disposal opportunities, analysis of recycling incentives.- Managed waste characterization studies for both municipal solid waste and construction and demolition debris.- Conducted recycling collection studies: options for alternative service delivery (public/private).- Designed and delivered a series of education and outreach programs on alternative disposal technologies and management options for communities (small group sessions). STRATEGIC SOLID WASTE STUDIES (PRIVATE SECTOR): - Managed waste shed analyses to support development of new solid waste management facilities.- Assisted with due diligence assessments associated with the purchase of solid waste collection and disposal assets.- Managed development of legislative and regulatory synopses with respect to organics management.- Managed the assessment of available landfill gas resources.- Manage GHG mandatory reporting program for approximately 130 landfills.

Providing graphic support to small engineering offices nationwide.

Managed development of solid waste management plans for local municipalities, as well as federal government and state agencies including a study of solid waste management and recycling for federal properties in the metropolitan Washington region; investigated and recommended minimum recycled content and procurement goals for products purchased by Florida state agencies; and prepared solid waste management plans for several Navy installations. Developed Subtitle D guidance manual and national training program for U.S. EPA.

Provided support to the U.S. EPA in the development of regulatory programs including groundwater monitoring and corrective action regulations for municipal solid waste landfills (Subtitle D) and other initiatives including cement kiln dust, used oil, and mining waste.

Served as a Regional Coordinator to EPA Region IV providing personnel with guidance on hazardous waste enforcement policies, strategies, and information management. Assisted EPA Region X with enforcement actions including TSD inspections, closure plan reviews, citizen complaints, and administrative order reviews.

Managed the review of pre-manufacture notices for new chemicals submitted under Section 5 of the Toxic Substances Control Act (graduate school internship).
