I worked with a team of biosafety and biosecurity professionals supporting the Defense Threat Reduction Agency’s Cooperative Threat Reduction Biological Threat Reduction Program (DTRA/CTR/BTRP). This included:• providing technical capabilities to assess the safety and security of biomedical research and diagnostics infrastructure, related technology, and research and training activities;• performing assessments of existing containment laboratories and scientific and public health programs in foreign countries;• assembling detailed written reports of biosafety programs, including recommendations;• and offering analyses of alternatives and reviewing design plans for the construction of containment laboratories.

The IFBA is a nongovernmental organization with the mission of promoting safe, secure, and responsible work with biological materials. My work there included representing the organization at international conferences, running a biosafety awards program, supporting professional certification activities, and a project to strengthen biosafety associations and promote biosafety sustainability and best practices in East and West Africa.

Astana, Kazakhstan

The ISTC is an intergovernmental organization based in Astana (after recently moving from Moscow). Its core work is funding and managing research projects and other science- and technology-related activities. I have managed over one hundred projects in seven countries, worth more than $38 million, including projects funded by the US, European Union, United Kingdom, Canada, Japan, and Korea.. In Astana I focus on:• the UK Ministry of Defense’s biological engagement program in Kyrgyzstan, Tajikistan, and Georgia;• helping manage the ISTC’s transition from Moscow to Astana, including training new staff and rationalizing legacy procedures.

Bishkek, Kyrgyz Republic

I established my Bishkek office. Programs I then focused on included:• the Canadian Global Partnership’s Central Asian biosafety/biosecurity/redirection program, including support for a project to build a BSL3 human and animal pathogen containment laboratory in Bishkek;• a Central Asian biosafety training program for public health workers funded by the European Union;• a US DOD-funded applied biosafety research grant program.

Moscow, Russian Federation

While at the ISTC in Moscow I: • was Science Coordinator of a Central Asian disease surveillance program, under which I managed projects and organized workshops, training sessions, and other activities;• led the establishment of the Biosafety Association for Central Asia and the Caucasus;• obtained funding for a 7 million euro biosafety program from the European Commission.

CTR is a Department of Defense program that reduces the threat from weapons of mass destruction. My focus was nonproliferation of biological weapons materials and expertise. I was involved in cooperative biodefense research, biosecurity upgrades at former biological weapons facilities, creating disease surveillance systems, and coordinating with other government agencies and NGOs. These activities subsequently developed into the current Biological Threat Reduction Program (BTRP).

In the Policy Office of the CTR program I also focused on nonproliferation of biological weapons materials and expertise, but at the policy level. My activities included researching, writing, and coordinating policy tasking memos, interagency coordination of projects, reviewing scientific proposals for cooperative research projects, and assisting in writing the strategic plan for the office. I was a coauthor of a policy tasking memo for a disease surveillance program which later became a part of the US contribution to the Global Health Security Agenda.

I studied the molecular basis of disease resistance in the model plant Arabidopsis thaliana. This involved planning, carrying out, and interpreting the results of experiments, and preparing those results for publication. It also involved supervising and training students and support staff who assisted me with the work.

In this position, as in the graduate studies from which it followed, I studied the molecular basis of leaf senescence, the process by which leaves turn yellow, die, and export the nutrients contained within them to other parts of the plant (including developing grain). My emphasis was on its regulation and mechanistic overlaps with plant stress responses.
