• Manage the centralized financial, budgeting, and purchasing services for five divisions, encompassing 35 field units with combined monthly non-payroll expenditures of more than $2 million• Maintain budgets and financial data; Monitor encumbrances and expenditures; Create and maintain spreadsheets for each unique division/grant, reconciling monthly to People Soft financials • Advise the Division Managers, through the Business Services Coordinator, of budgetary status updates; Make funding recommendations in budget preparation and for reallocation decisions based on historical data and trending; Act as interim in the absence of the Business Services Coordinator• Primary Financial Officer for all grants awarded to the Programs division, to include all financial and reporting functions; Primary advisor for budget proposals in new grant applications and for ongoing operations; Primary financial point of contact for all Uniform Guidance information necessary to remain in compliance on all grants• Assist in the contracting of suppliers of goods and services, and Professional Service providers from identification of need through formal acceptance of the contracts; Liaise between Subject Matter Experts and State purchasers.• Supervise accounting staff of four; train, cross-train, and coordinate personnel tasks with division needs; Approver and Accountant level oversight of team P-Card transactions in the Bank of America Works system• Process invoices, travel claims, and other financial documents; Classify expenditures for account and department funding; Compile monthly data from medical providers and interagency partners, and post expenses against budgets; ensure retention of proper and complete documentation

Coding, acquiring approvals and routing to purchasers. Creating/amending requisitions in Oracle for Purchase Order purchases and Contracted Services. P-Card holder responsible for purchases as determined by the Deputy Director or Business Manager. Weekly reconciliation of personal P-Card purchases and reporting to DOC accounting division. Additional duties as assigned by the Accounting Supervisor or Business Manager. Knowledge of Transmittals, Fleet reports, Medical billing oversight, County jail inmate prescription and medical eligibility for state offenders.
