•Analyze Administrative Fee invoice processes for proper account coding, and budget parameters.•Analyze Health and Human Services Budget Management System for updating Budget Workbooks•Analyze proposed contract Change Order Request (COR) and proposed fee/pricing for new scope of work (SOW) on the Claims Administrator Contract•Assist with guidance on Change Order Requests (COR), ensuring the fees and requirements within the COR and cost model are reasonable, complete, and accurate.•Assist Health and Human Services Commission in preparing Advance Planning Documents (APD) and Advance Planning Document Updates (APDU) and determining Federal Financial Participation (FFP) rates.•Reviews, reconciles and monitors various financial reports to ensure fees reconcile and are within the budget outlined in the executed amendment or contract.

•Team Lead providing complex oversight and analysis of grants and contracts conducting financial monitoring of government, educational, non-profit and/or for-profit entities contracted to administer various programs for the Department of State Health Services.•Conducts financial analysis work involving compiling, reviewing, analyzing and evaluating financial data and preparing reports and reconciliations.•Oversight, investigation and review of accounting records, financial statements, management practices and internal controls to ensure compliance with federal and state laws and/or regulations and DSHS policies, completeness of data and presence of documentation.•Identifies areas of non-compliance and/or deficiencies in contractors' internal controls and financial management systems and recommends changes in policy and/or procedures.•Analyze independently audited financial statements and review of financial and/or programmatic reports submitted to DSHS.•Preparation of reports containing findings, recommendations for findings and required corrective action by contractor.•Provides technical assistance to DSHS contractors for financial compliance.•Develops financial summaries, schedules and attachments needed to determine areas of compliance, and/or non-compliance with federal and state laws, regulations, policies and procedures. Tracks financial deliverables and other financial contract requirements and takes appropriate intervention and monitoring actions. •Prepares and organizes all working papers related to financial monitoring reviews in accordance with established DSHS standards.•Participates in the research and interpretation of relevant federal and state laws, regulations, policies and procedures.•Conducts monitoring, training and verification of project completeness of project members. •Mentors and trains new staff and review team members work providing direction and recommendations
