Subcontract Administrator
CurrentPerforms subcontracting functions in conformance with requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). • Issues Requests for Proposals, evaluates subcontractor proposals and conducts negotiations resulting in the Subcontractors signing their Basic Ordering Agreements. • Prepares cost and price analyses and award recommendations that treat subcontractors fairly and ethically and protects the company’s interests and promotes best value awards.• Awards, issues, and documentates all types of subcontract agreements including Time and Material, Firm Fixed price, Level of Effort, and Cost Reimbursable for the U.S. Government Prime contracts and commercial customers as well as GSA Schedules, and task order subcontracts.• Maintains contact with program management to evaluate and monitor subcontractor’s performance ensuring that objectives are met. • Examines subcontract funding/spending status and provides forecast for Program Managers; ranges from $25K to $2.8 MIL.• Prepares, compiles, and upholds auditable records of the subcontracting process.• Organizes subcontract final reports and pertinent generated documentation required at subcontract completion which results in a speedier close-out process. • Polices invoices from subcontractors ensuring validity in labor costs, travel expenditures and other direct costs adhering to requirements and appropriateness for payment submission. • Set up in a timely manner purchase orders, project and budget reports in Cost Point /Deltek.• Mentored less experienced staff resulting in a smooth transition.• Procurement: Reviews and signs Purchase Orders used for the procurement of supplies, services and equipment that are necessary to fulfill the deliverables in the Statement of work (SOW) under each contract for the performance of the operational functions.
